SUBJECT:REFERRAL TO THE PUBLIC SAFETY AND NEIGHBORHOOD QUALITY OF LIFE COMMITTEE TO DISCUSS THE IDENTIFICATION OF COMMERCIAL VEHICLES AND THE RESIDENTIAL PARKING AREA PERMITTING PROCESS.

BACKGROUND/HISTORY

Pursuant to the request of Commissioner Rosen Gonzalez, the above-referenced referral is submitted for consideration by the Mayor and City Commission at the March 27, 2023 Commission meeting.

 

The referral is more fully described as follows:

 

In order to address the heavy concentration of vehicles seeking to park in certain areas of the City, the City established various residential parking permit areas within the City. Among other objectives, the residential parking permit areas are intended to provide adequate parking for City residents living in these areas, maintain the character of such areas as residential neighborhoods, preserve property values, and promote the health, safety and welfare of the inhabitants of the City.

 

However, some concerns have recently surfaced with regard to City residents parking such vehicles within their designated residential parking permit area, who own dual-use (personal and professional) vehicles, or personal vehicles that would traditionally be identified as commercial vehicles.

 

The sponsor of the item requests that the Parking Department be prepared to discuss the process and procedure for the identification and issuance of residential parking area permits to City residents operating dual-use vehicles and personal vehicles that are traditionally identified as commercial vehicles. Additionally, the sponsor requests that the Parking Department provide recommendations as to how such issues may be resolved to the satisfaction of the City’s residents while maintaining the integrity, purpose, and intent of the residential parking permit areas.
