| At the October 26, 2022 Commission meeting, as part of item R7J, it was requested for the Administration to provide an update to Commission on the status of the Florida Resilient Grant for the West Avenue Phase II Improvements South of 14 Street project and advise of any funding gaps in the project.
The West Avenue Phase II Improvements Project, represents a comprehensively defined neighborhood improvement program, focused on resolving challenges associated with climate impacts and aged infrastructure. The proposed improvements within the West Avenue neighborhood include the replacement of the existing water distribution/transmission systems and gravity sanitary sewers, installation of a new robust storm water drainage collection and pumping system including the raising of the paved roadway and harmonization to the adjacent properties, installation of new street lighting, pedestrian lighting, replacement of existing and installation of new signalized intersections with mast arms, new landscaping, irrigation and construction of a new bay walk segment. The limits of the improvements are West Avenue between 8 Street and Lincoln Road, including side streets, and Bay Road between 14 Street and Collins Canal, and includes upgrading the project to city standards of resilience of the neighborhood, as well as harmonizing between the two phases.
Due to the size of the neighborhood, the project was divided into two contracts, with 14 Street being the dividing line. On March 22, 2017, the Mayor and City Commission awarded two contracts for design-build services to Ric Man Construction Florida, Inc. (Ric-Man): one contract for the project areas north of 14 Street, the other, for project areas south of 14 Street.
On October 26, 2022, the City Commission adopted Resolution No. 2022-32384, approving Amendment No. 1 and Change Order No. 7 to the design/build agreement for the West Avenue Phase II Improvements North of 14 Street project, for additional design and construction services necessary to continue with the project. The resolution also approved Amendment No. 1 and Credit Change Order No. 7 to the design/build agreement for the West Avenue Phase II Improvements South of 14 Street project, for work not performed with the intent and purpose of funding the West Avenue Phase II Improvements North of 14 Street project.
The total contract for the West Avenue Phase II Improvements South of 14 Street project was reduced by the $14 Million credit change order and was left with an approximate $5 Million of unspent available dollars which will be used to partially fund the project going forward. Based on the current scope and including escalation, the total estimated required project budget is $46 Million. This budget includes design, bid and award, construction cost with escalation and cost of private property harmonization, contingency, and all customary fees. The project was placed on pause until such time additional funding is identified.
As a result, the City submitted a grant application to the Resilient Florida Grant Program in the amount of $10 Million for the upcoming Fiscal Year 2024. On February 6, 2023, Governor DeSantis announced the award of over $275 million through the Resilient Florida Grant Program. The West Avenue Neighborhood Adaptation project (Phase II South of 14 Street) will be awarded $10 Million.
A new capital budget request has been submitted through the FY24 Capital Budget process renaming the project to West Avenue Phase III Improvements (f/k/a West Avenue Phase II Improvements South of 14 Street). The total estimated required project budget is $46 Million. Additional funding in the amount of $36 Million is required after considering the $10 Million Resilient Florida grant. The additional $36 Million funding has been requested as follows: $5 Million in FY24 (in addition to $5M available from the West Avenue Ph II – South) and $26 Million in FY25.
It is anticipated that development of West Avenue Phase III Improvements project design will resume following the commencement of construction of the West Avenue Phase II Improvements North of 14 Street project which is anticipated in April/May 2023. The Administration will be presenting an item to Commission to restart the design of the project in the Summer of 2023.
