SUBJECT:DISCUSSION REGARDING THE STATUS OF THE NORTH BEACH OCEANSIDE PARK

HISTORY:

On February 22, 2023, the City Commission referred this project to the Public Safety and Neighborhood Quality of Life Committee (Exhibit A), in order for the Administration to provide a status update regarding the North Beach Oceanside Park Renovation Project.

North Beach Oceanside Park is located between 79th and 87th Street east of Collins Avenue and spans an area of 27.89 acres. The proposed park improvements consist of revitalizing the current park by reducing crime and improving safety, maintaining vegetated qualities of the site and connecting the beach walk pathways.

Due to the size of the park, and with the intent of maintaining accessibility to park amenities for our residents, the park project was planned in two phases (Exhibit B).

Phase 1 (83rd St – 87th St) includes all new concrete pathways, additional landscaping, cosmetic refurbishment of the existing restrooms, ornamental entrance gates, upgraded perimeter fencing, lighting and security camera infrastructure, new playground (only in this phase), BBQ stations, fitness stations, turtle-friendly lighting and refurbished picnic shelters.

Phase 2 (83rd St – 79th St), consists of a similar scope as Phase I, including a dog park.

ANALYSIS

The contractor for the project was given notice to proceed with construction activities in May 2022 and will be achieving Substantial Completion of Phase I later this month. Once they have obtained Substantial Completion of Phase I, that portion of the park will be opened to the public, and the Phase 2 portion will be closed to continue with the improvements. The project remains on schedule to be complete this coming fall 2023.

The Beachwalk, from 79th to 87th Street will remain open and accessible during construction.
