SUBJECT:REQUEST FOR APPROVAL TO ISSUE INVITATION TO NEGOTIATE (ITN) 2023-338-ND FOR THE MANAGEMENT AND OPERATION OF THE MIAMI BEACH CONVENTION CENTER CAMPUS.

RECOMMENDATION

It is recommended that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of ITN 2023-338-ND for the management and operation of the Miami Beach Convention Center campus.

BACKGROUND/HISTORY

Located in the heart of Miami Beach, the newly renovated Miami Beach Convention Center (“MBCC”) is a state-of-the-art, flexible special event and exhibition space that welcomes more than 600,000 visitors annually hosting 67 regional, national, and international events. The MBCC is recognized for its excellence as a destination of choice creating significant economic impact for the City of Miami Beach and the region. The MBCC campus encompasses 1.4 million square feet of indoor space, inclusive of four (4) exhibition halls totaling approximately 500,000 square feet, a grand ballroom of approximately 61,000 square feet, a pre-function area of approximately 18,000 square feet, 84 meeting rooms, and four (4) junior ballrooms, with approximately nine (9) acres of public green space, an 800-space rooftop parking facility, and approximately $10 million of public art.

In 2013, the Administration entered into a Management Agreement (“Agreement”) with Global Spectrum, L.P., d/b/a Spectra Venue Management (ne OVG360, a division of the Oak View Group) for the management of the Miami Beach Convention Center and Colony Theater via Resolution No. 2013-28276. In initial term of the agreement was for three (3) years, from October 1, 2013 to September 30, 2016, with two (2) one-year renewal options. In September 2016, the City terminated OVG360's responsibilities to manage and operate the Colony Theater.

Pursuant to Resolution No. 2015-29191, Amendment No. 1 to the Agreement extended the term through September 30, 2020. Pursuant to Resolution No. 2018-30508, in October 2018, the City and OVG360 executed Amendment No. 2, extending the term of the Agreement for an additional two (2) years, commencing on October 1, 2020, and expiring on September 30, 2022, for a then total term of nine (9) years. Pursuant to Resolution No. 2019-30986, in September 2019, Amendment No. 3 to the Agreement increased OVG360’s monthly imprest amount and established an OVG360-funded annual internship contribution. In June 2021, Amendment No. 4 modified the Agreement to include the management and maintenance of Pride Park and Collins Canal Park including the Carl Fisher Clubhouse and Annex (ne Rum Room and Venu) and extended the term of the Agreement for an additional eighteen (18) months, with the expiration of the term to occur on March 31, 2024, for a total term of ten (10) years and six (6) months renewal options have been exhausted.

To ensure continuity of operations during the critical years leading up to the completion of the adjacent 800-room Grand Hyatt MBCC hotel (targeted to open in 2026), renovation of the Fillmore Theater, and the growth of international and domestic convention, conference, and destination group sales, the Administration is recommending the issuance of an Invitation to Negotiate (ITN) for qualified convention facility management companies for the management and operations of the MBCC campus.

ANALYSIS

In order to consider a new agreement, the ITN seeks proposals from convention facility management companies capable of providing a full range of comprehensive management, operations and maintenance services for the Miami Beach Convention Center campus. The ITN process invites submittals from qualified firms that have proven experience in major market convention or exhibition facility management and operations and allows the City to consider firms that provide full-service venue management and operations that strategically meets the City’s goals and expectations with respect to operational efficiencies, service and maintenance standards, and event programming. The proposer(s) deemed to offer the best combination of experience and approach may be selected for a negotiation phase to arrive at the final scope, costs, and contract terms. The final contract will require approval by the City Commission.

It is the City’s intent to select an experienced company capable of responsibly and efficiently managing, operating and maintaining the MBCC campus and to be responsive to the desires and directives of the City in the areas of contract enforcement, bookings/scheduling, personnel relations, and any and all other matters pertinent to the management of the MBCC as a world-class facility.

The requirements and evaluation criteria for the ITN are more fully defined in the draft ITN attached as Attachment A. Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the ITN.

SUPPORTING SURVEY DATA

Based on the 2022 Resident Survey, 84.1% of local businesses think that the MBCC contributes positively to the overall value of doing business in Miami Beach. The City is seeking to contract with a firm that will enhance the MBCC as a local economic driver.


FINANCIAL INFORMATION

The new MBCC management agreement is intended to continue to be revenue generating for the City with the selected company being compensated on an agreed upon, fixed management fee with incentives based on performance. The financial considerations of the agreement will be negotiated with the selected firm and presented to the City Commission for consideration and approval.

CONCLUSION

It is recommended that the Mayor and Commission authorize the issuance of ITN 2023-338-ND, for management and operation of the Miami Beach Convention Center campus.
