SUBJECT:DISCUSSION REGARDING TO PLACE A CHRISTMAS TREE AND MENORAH IN THE MIDDLE OF FLAMINGO PARK FOR THE HOLIDAYS IN 2023.

HISTORY:

On January 13, 2021, the Mayor and City Commission approved the issuance of Request for Qualifications (RFQ) 2021-083-WG for Holiday Lighting. On April 29, 2021, via Resolution No. 2021-31671 the Mayor and City Commission authorized the Administration to negotiate with the two top-ranked proposers, and moreover, provided that the final selection of the recommended proposer, and contract, be subject to the prior approval of the Mayor and City Commission. Consequently, on September 17, 2021, the Mayor and City Commission adopted Resolution No. 2021-31842, authorizing the City Manager to execute an Agreement with South Florida Lighting Team, LLC d/b/a Miami Christmas Lights (the “Contractor”) for a term of three (3) years.

 

On November 19, 2021, the City entered into a Professional Services Agreement with Contractor (the “Agreement”), with an effective date of October 1, 2021, having an initial term of three (3) years, with two (2) one-year renewal terms, at the sole option and discretion of the City Manager.  Subsequently, on February 22, 2023, the Mayor and City Commission adopted Resolution No. 2023-32494, approving Amendment No. 1 to the Agreement, which included, expanding the scope of the Agreement with additional sites services, establishing an emergency event removal and replacement fee for additional sites, approving the purchase of additional holiday décor for FY 2022, and establishing a refurbishment program for the current and subsequent contract years.

ANALYSIS

On December 14, 2022, the Mayor and City Commission approved the referral of item C4 M, sponsored by Commissioner Kristen Rosen Gonzalez and co-sponsored by Commissioner Alex Fernandez, to the Public Safety and Neighborhood Quality of Life Committee (“PSNQLC” or the “Committee”) to discuss placing a Christmas tree and a menorah in Flamingo Park for the holidays in 2023.

 

Upon review of this request, the Administration has gathered proposals from the Contractor to install a Christmas tree displaying traditional holiday colors and decor (green, red, gold, etc.). The proposal for a fourteen-foot tree, tantamount to those displayed throughout the City, is approximately $6,500. This additional décor is currently unfunded.

 

Pursuant to Amendment No. 1 of the Agreement, the City purchased additional holiday décor which included several menorahs. A menorah from the current inventory, along with the proposed Christmas tree can be placed in Flamingo Park if the Committee recommends in its favor.

CONCLUSION:
Based on the foregoing, the Administration recommends the Public Safety and Neighborhood Quality of Life Committee discuss installing a Christmas tree and menorah at Flamingo Park. If the Committee recommends in favor of the additional holiday decorations, funding for this request will be submitted through the City’s budget process for approval.
