SUBJECT:DISCUSS THE USE OF TECHNOLOGICAL CAPABILITIES TO COMPLIMENT AND ENHANCE THE OPERATIONS OF THE PARKING DEPARTMENT INCLUDING THE ISSUANCE OF CITATIONS AND PREVENTING THE ABUSE OF DISABLED PARKING PERMITS.

HISTORY:

On December 14, 2022, at the request of Commissioner David Richardson, the City Commission referred the subject discussion (C4 F) to the Finance and Economic Resiliency Committee (FERC).

 

Issuance of citations: Parking Department Officers issue parking citations that are adjudicated through the Miami-Dade County Clerk of Courts. In the past, the Parking Department used a County-issued handheld device to obtain parking payment compliance and an AutoCite device to issue parking citations.

 

When the County upgraded its system, new software had to be developed for the City of Miami Beach. The City developed its software in-house for greater customization capabilities and efficiency, but still utilizes County equipment for the issuance of citations. The Department continues to fine-tune this software as needed, as well as search for technological advancements that could enhance operations.

 

Preventing the abuse of disabled parking permits: Currently there is no technology available to address the abuse of disabled parking permits, however, the Parking and Police Departments jointly work to identify fraudulent issuance and abuse of disabled permits.


ANALYSIS:

Recently a problem related to identification of tags that have a County issued tow order was identified. Currently we can identify such tags when issuing a citation, however, we would not get the information for tags that have complied with payment. The City's Information Technology (IT) Department staff is working directly with the County to correct this issue.


CONCLUSION:

The Parking Department working with IT, continues to fine tune its software applications for the improvement of parking operations including issuance of citations. Regarding abuse of disabled parking permits, the Parking Department is working in cooperation with the Police Department to identify incidents of disabled permit fraud.
