SUBJECT:DISCUSSION REGARDING POSSIBLE WAYS TO IMPROVE THE HOMELESS ISSUE.

HISTORY:

Commissioner Steven Meiner has placed a standing item to discuss homelessness and ways to address the issue in our community. 

 

 

ANALYSIS

Employment Program: Favela Miami has been contracted to provide employment services to the sheltered homeless population of Miami BeachUnder the supervision of Favela Miami, the employed individuals conduct street outreach to homeless peers, while promoting the positive outcomes of accepting services and potentially ending their homelessness is possible. Services began on Wednesday, October 26th and thus far have hired three employees to provide peer outreach and engagements to our community four days a week.

The ACE Program provides employment, job, and educational training in New York. Homeless Outreach Services hosted a virtual meet and greet with the Founder and Executive Director of the ACE Program in New York and the Executive Director Homeless Trust of Miami-Dade County to collaboratively look to bring additional employment and training services to our community. An in-person meeting with ACE has been scheduled for December 2022 to further discuss potential services and resources.

 

Specialized Outreach: The Professional Service Agreement with New Hope C.O.R.P.S. for substance abuse specialized outreach services has been executed and services began on October 11, 2022New Hope provides evening street outreach and engagement to the homeless population of Miami Beach seven nights a week. Contracted services include recovery housing for clients in treatment, and pre-treatment and Level 2 residential (voluntary and/or involuntary Marchman Act) treatment beds. During the month of October, New Hope reported 255 contacts and 43 engagements, 9 emergency shelter/pre-treatment placements, and 2 Residential Treatment placements. This agreement has also facilitated the placement of one individual into Residential Treatment by Miami Beach Homeless Resource Officers through the Marchman Act Program

 

The following are fiscal year 22/23 service numbers for HOST encompassing October 1-31, 2022:

Shelter Placements: 46

Family Reunifications: 36


CONCLUSION:
The City employs various strategies and services to support homeless persons' decision to end their homelessness. As noted in the City's 2019 Strategic Plan, the City will continue to explore innovative and sustainable ways to support those who wish to end homelessness.
