SUBJECT:DISCUSSION REGARDING AN UPDATE ON THE IMPLEMENTATION OF THE CIVILIAN VOLUNTEER PATROL PROGRAM, INCLUDING TRAINING ANDRECRUITMENT OF ADDITIONAL VOLUNTEERS.

HISTORY:

Commissioner Meiner placed a referral to the Public Safety and Neighborhood Quality of Life Committee (PSNQLC) on the October 26, 2022 City Commission Meeting agenda for an update on the City Administration’s implementation of the Civilian Volunteer Program (CVP) as well as training and recruitment efforts to expand the program.

ANALYSIS

The Miami Beach Police Department's Civilian Volunteer Patrol Program began in 2021. The goal of the program is to provide residents and business owners of Miami Beach with the opportunity to partner with the Department to improve quality of life, provide a visible presence at key locations in the city, report suspicious behavior and educate the community regarding crime prevention strategies.

The Department has continued recruitment into the Civilian Volunteer Program (CVP) after implementing the first group of four (4) volunteers in 2021. As a result of the program's success, the Department recruited, conducted backgrounds, and selected six (6) civilians to begin CVP training at the Miami Beach Police Department on Thursday, November 17th, 2022, at 5:30 p.m.


CONCLUSION:
The overall goal is to continue to grow the Civilian Volunteer program over the next year to have the citywide coverage that is expected.
