| Transfer of Development Rights (TDRs) is a planning tool used by localities to allow for development without necessarily increasing density. This tool has been used successfully to incentivize the development of a desired use by preserving another desired use. An example of this is a historic property that sells its unused development rights to a property whose owner seeks to build a desired use, like office space or workforce housing beyond what is allowable under the current code. In this sense, the transfer of rights benefits both parties and achieves one or more policy goals set by the locality without adding density to an area.
I ask for the Land Use and Sustainability Committee to discuss the implementation of a TDR program that would have to be approved by the voters. Different master plans have already contemplated creating a TDR program. In the case of the North Beach Master Plan, it suggested creating a TDR program to preserve historic properties in historic districts while spurring economic develpment in Town Center. |
