SUBJECT:DISCUSS PUBLIC TRANSPORTATION PASSES FOR BOARD AND COMMITTEE MEMBERS.

HISTORY:

At the September 14, 2022 City Commission meeting, Commissioner Alex Fernandez referred a discussion on public transportation passes for board and committee members to the Finance and Economic Resiliency Committee (FERC).

 

The Miami-Dade County’s Transit Corporate Discount Program offers monthly transit passes (with unlimited rides) at a reduced price to participating employers/organizations and its employees who wish to use public transit to commute to/from work.

 

At the March 1, 2017 City Commission meeting, the City Commission adopted Resolution No. 2017-29780 (Attachment A) accepting the recommendations of the Finance and Citywide Projects Committee (FCWPC) and approving the City’s participation in the Miami-Dade County’s Transit Corporate Discount Program to offer fully-subsidized monthly transit passes to City employees - at no cost to the employee - with the goal of incentivizing public transit and becoming a less car-centric city.  City employees enrolled in this program must take transit to commute to/from work and forfeit their parking privileges in City parking facilities. 

 

Monthly Costs for the Corporate Discount Program Transit Passes:

  • 1-Month Corporate Discount Pass (Metro Buses/Metrorail)

4 – 99 Participating employees $101.25 (10% off)

 100 + Participating employees $95.65 (15% off)

 

  • 1-Month Regional Corporate Discount Pass (Metro Buses/Metrorail/Tri-Rail)

 4 – 99 Participating employees $135.00

 100 + Participating employees $130.00

 

  • Monthly Metrorail Parking Permit

Participants who take Metrorail may opt in for $11.25 (no discount)

 

ANALYSIS:

Currently, pursuant to City Commission resolution, the Transit Corporate Discount Program offered through the City is available only to City employees (Attachment B).  On a monthly basis, the Transportation and Mobility Department works with the Human Resources Department to track and confirm current employee participation in the program and to encourage new employees to participate.  As of February 2023, 66 City employees are enrolled in the program (lower than the pre-pandemic participation of 77 employees).

 

The City of Miami Beach has approximately forty (40) active boards and committees with roughly 350 participating members, not including Commission Committees. Based on the level of participation and the current monthly rate ($95.65) for corporate discount transit passes, the monthly annual fiscal impact is estimated as follows:

CONCLUSION:

Should FERC and the City Commission wish to pursue offering subsidized transit passes to members of City Boards and Committees, additional funding would need to be identified and approved through the budget process for the purchase of additional passes based on the number of individuals who wish to participate.
