It is recommended that the Mayor and City Commission of the City of Miami Beach, Florida, authorize the issuance of Request for Proposals (RFP) 2023-073-WG for professional tennis management and operation services at the Flamingo Park Tennis Center.

On May 8, 2019, the Mayor and City Commission accepted the recommendation of the City Manager and authorized the Administration to enter into negotiations with Miami Beach Tennis Management for the management and operations of the Flamingo Park Tennis Center, pursuant to RFP 201-046-WG. After the award but prior to the contract being finalized, in January 2020, Miami Beach Tennis Management elected to end negotiations and move out of the facility by February 2020. In February 2020, the Parks and Recreation Department began managing the facility in the interim until a new contractor could be selected.

On April 21, 2021, the Mayor and City Commission approved the issuance of Request for Proposals (RFP) 2021-188-WG for professional tennis management and operations services at the Flamingo Park Tennis Center. RFP responses were due and received on May 24, 2021. In issuing the RFP, the Administration had expected that proposals from private operators would result in opportunities to promote innovation, increase customer satisfaction, and yield higher revenue. However, following the evaluation of the proposals, it was determined that the most prudent course of action to best serve patrons of the center was to reject all proposals received pursuant to the RFP and continue with the in-house management of the center.

The Parks and Recreation Department has successfully managed the Flamingo Park tennis center since February 2020. The Administration wishes to release the subject RFP to consider proposals that may promote innovation, increase customer satisfaction, or yield higher revenue.

The City of Miami Beach, Florida seeks proposals to provide professional tennis management and operations services for the Flamingo Park Tennis Center in accordance with the terms, conditions, and specifications contained herein and any resulting agreement.

Any resulting agreement for professional tennis management and operation of the Flamingo Park Tennis Center shall include tennis instruction, operations and maintenance of the tennis courts and center, pro shop, and a food and beverage concession. Services shall include those customarily associated with the operation of a public tennis center and permitted special events related to the tennis center activities.

Following the receipt of proposals, an Evaluation Committee will review proposals in accordance with the criteria established in the RFP (RFP draft attached).

I recommend that the Mayor and Commission of the City of Miami Beach, Florida, authorize the issuance of RFP 2023-073-WG Professional Tennis Management and Operation Services at the City’s Flamingo Park Tennis Center.
