SUBJECT:QUARTERLY BUILDING DEPARTMENT UPDATE

HISTORY:

This item was referred at the December 16, 2020 meeting requesting a quarterly update on the Building Department.

ANALYSIS

An update on the last three months in the Building Department.

Permit Applications Processed from July 1 – September 30, 2022

# of applications – 4,013

# of permits issued - 3,417

Average turn around time from application to Issuance: 22.5 days for last three months.

 YTD: 62.2 days average from application to issuance, 11,610 applications YTD.

 

In-Person Visitors to the Building Department from July 1 – September 30, 2022

# of Appointment served:

July – 273

August – 289

September – 210

 

# of Walk-Ins served:

July – 108

Public Outreach

Emails blasts:

11 email communications have been sent from July 1, 2022 – September 30, 2022.

Six(6) communications for Training and Meeting notifications and reminders, Three(3) for instructions on what to do if a permit has expired, one(1) on notification of contractor state licenses and LBT expiring, and two(2) on Hurricane Preparedness for active construction sites.  

Informational meetings and trainings held from July – September:

July 14 – In- person / open forum questions on the permitting process – 24 attendees

August 18 – In- person / open forum questions on the permitting process – 18 attendees

September 14 – Virtual Training on the new laws for the State & County Building Recertification process -113 attendees

September 15 – In- person / open forum questions on the permitting process – 11 attendees

Upcoming meetings:

Monthly in-person/open forum – October 20/ Third Thursday of every month.

Training for Annual Maintenance Log – Hybrid – November 9

Community Feedback -Virtual meeting – November 18

 

Customer Service

Survey results for July 1, 2022 – September 30, 2022 – Overall 56.6% were Satisfied or Very Satisfied, 15.8% were Neutral, 27.5% were Dissatisfied or Very Dissatisfied.

Additional Updates

Hiring:

While retirement and resignations for opportunities elsewhere have caused the department to have many vacancies in the last approximately 6 months impacting plan reviews and inspection timeliness, many of these vacancies are starting to get filled and we are confident that in the new year we will have a complete robust team.   

Recent changes to streamline processes include:

Changes to Private Provider process

·        will speed up TCO and CO

·        sets better goals at the beginning of the process

·        additional control throughout the process

 

Changes to the change of design professional

·        statement of compliance

·        signed and sealed plans

·        drawings for record.

 

Special Inspector for:

1.      In progress roofing

2.      Windows/doors buck and anchor

This will reduce # of building inspections and help fast track the project installation.

 

Flooring soundproofing:

1.      Management company can provide a letter and photos of the inspection

OR

2.      Call for city inspection

 

Remove the Drywall inspection for SFR.
