| SUBJECT: | A DISCUSSION RECOMMENDING THAT THE $25,000 ALLOCATED FOR THE ENHANCEMENT AND CONSERVATION OF FLAGLER MONUMENT ISLAND BE ALLOCATED TO PROJECTS THAT WILL STOP MOTORIZED VESSELS FROM REACHING THE ISLAND WHILE ENHANCING THE ISLAND'S ECOLOGICAL FEATURES |

| | | | | | | | HISTORY:
| On April 17, 2013, the Mayor and City Commission approved Resolution No. 2013-28183, accepting a donation from The Prentice Foundation in the amount of $25,000. As outlined in the Resolution, attached hereto as Exhibit A, the funds were intended for the restoration and conservancy of Monument Island and the Flagler Memorial. In late 2021, it was discovered that the donation was never used.
On December 8, 2021, at the request of Commissioner Samuelian, the Mayor and City Commission approved a referral (C4 Z) to the Land Use and Sustainability Committee (LUSC) to discuss the use of the funds. At the March 4, 2022, LUSC meeting, the Administration presented the options providing the Sustainability Committee’s recommendation as previously transmitted via LTC #474-2021 (Exhibit B), to include:
- Swim-only buffer zones marked by swimming buoys.
- Mooring buoys that would allow a limited number of motorized vehicles for short time mooring, while reducing impacts to seagrass; and
- Enhancing habitat for native flora and fauna including osprey nesting
The LUSC directed the Administration to submit for the Commission’s recommendation. Subsequently on April 6, 2022, the Mayor and City Commission approved a referral (C4 C) to discuss this item at the Finance and Economic Resiliency Committee. |

| | | | | | | | ANALYSIS:
| These recommendations provide the opportunity to conserve and enhance environmental features of Monument Island, as well as options to mitigate motorized vessels from reaching the Island. The cost of implementing all options proposed will likely exceed the $25,000 donation and additional funding would be required. These recommendations are being presented for the Committee’s consideration to fund one or all the projects contained herein. Based on the feedback provided, a project scope and budget would be developed. |

| | | | | | | | CONCLUSION:
| The Administration concurs with the recommendations set forth by the Sustainability Committee and as proposed to the Land Use and Sustainability Committee to improve the ecological resources and address motorized vehicles from reaching the Island. Additional funding would be required to implement all options, requiring developing a project scope and budget.
