TITLE:DISCUSS AMENDING THE WASHINGTON AVENUE OVERLAY FOR CO-LIVING USE

HISTORY:

On September 14, 2022, at the request of Commissioner Ricky Arriola (item C4Z), the City Commission referred the subject discussion item to the Land Use and Sustainability Committee (LUSC).

ANALYSIS:

As noted in the referral memo, the purpose of the proposed amendment is to allow co-living as a use on the east side of Washington Avenue; currently, co-living units are only permitted on the west side of Washington Avenue. The referral memo also notes that co-living units are affordable by the nature of their smaller sizing and business model, and that developments with co-living units should be encouraged as our limited housing supply has made rents expensive in Miami Beach.

Attached is the applicable back-up for the proposal, including draft Ordinance Amendment text and a fact sheet, both of which were prepared by a representative of a property owner on Washington Avenue. Since the proposal is an amendment to the LDR’s, the City Commission would still need to refer an Ordinance to the Planning Board for review and transmittal.

The Administration has no general objections to the proposal, and recommends that the proposal be sent to the full City Commission for referral to the Planning Board.

CONCLUSION:

The Administration recommends that the Land Use and Sustainability Committee discuss the item and recommend that the City Commission refer an Ordinance Amendment to the Planning Board.
