TITLE:CONSIDER THE PROPOSED CREATION OF AN INTERACTIVE MAP OF PRIVATE/COMMERCIAL PLANNED DEVELOPMENTS IN THE CITY, AS A TOOL TO PROVIDE RESIDENTS WITH INFORMATION CONCERNING PROPOSED PROJECTS AND A MEANINGFUL OPPORTUNITY TO REVIEW AND COMMENT ON PROPOSED PLANS

On June 22, 2022, at the request of Commissioner Steven Meiner, the City Commission referred the subject discussion item to the Land Use and Sustainability Committee (C4 X).

BACKGROUND
As noted in the attached referral memo, the item sponsor has indicated that community organizations such as Miami Beach United have requested that the City consider implementing an interactive map of planned projects, as a tool for furthering the objectives of the Residents Right to Know Ordinance and providing information to residents concerning proposed projects, as well as a meaningful opportunity for review and comment on proposed plans. As part of this referral, the item sponsor has requested that the Administration address any software and/or resource efforts it would require to implement this initiative.

ANALYSIS:

Representatives from the Planning and Information Technology (IT) Departments have discussed the item proposal. The following are the initial conclusions and recommendations based upon the information contained in the referral memo:

• The IT Department can design and implement an interactive map option that would allow for residents to access individual properties on the map, based upon set criteria.

• The Planning Department would need to update this map at least 3 separate times, per month, to ensure that applicable development review applications, which are pending before a City Land Use Board (i.e., Design Review Board, Historic Preservation Board, Planning Board or Board of Adjustment) are properly identified on the interactive map.

• A direct link to NOVUS agenda would need to be provided for each project on the map; the link to NOVUS provides access to all applicable information associated with a development application, including the ability to provide comments and feedback through a method to be determined. The IT Department is studying the feasibility of creating a direct link to NOVUS; otherwise, each link may have to be entered manually.

Moving forward, one potential option would be to utilize the interactive map for planned (pending) Land Use Board (LUB) applications. It is anticipated that the projects could be added to the interactive map when the application is scheduled for consideration by the board and removed after the LUB takes final action on the application. LUB applications are typically scheduled 30 days in advance of a LUB hearing.

Additionally, to manage the number of projects identified on the map, at least in terms of significance, the applicable LUB projects for the interactive map could be limited to the following:

1. Non-single family developments.

2. New construction and significant additions.

If there is consensus to pursue this endeavor in some form, the Administration would recommend that the item be moved to the full City Commission for further discussion and potential direction. Once the Administration receives direction from the City Commission regarding a defined framework, the budgetary and staffing implications can be better identified.

Initially it is anticipated that at least one additional full time staff person would be needed to implement and manage this process, depending upon the extent of the proposal. A more expansive or ambitious option would likely need additional staffing, as well as potential one-time startup funding.

CONCLUSION:

The Administration recommends that the Land Use and Sustainability Committee discuss the item and provide any applicable recommendations to the City Commission.
