SUBJECT:REQUEST FOR APPROVAL TO ISSUE REQUEST FOR QUALIFICATIONS (RFQ) 2022-493-ND FOR FIREWORKS DISPLAY. 

RECOMMENDATION

It is recommended that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of Request for Qualifications (RFQ) for fireworks display.

BACKGROUND/HISTORY

The City of Miami Beach has annually requested open market quotes to procure fireworks/pyrotechnics services.  However, the City is interested in considering proposals for a multi-year agreement for fireworks/pyrotechnics services as a means of securing future services given current market conditions.

ANALYSIS

Through this RFQ, the City is seeking proposals from qualified firms interested in being considered for fireworks/pyrotechnics services. The scope of work may include but not be limited to the following subject to negotiations with the most qualified firm.

  • A fireworks display program (e.g. opening, body, mid-level, finale) with a variety of high-quality shells, cakes, and sizes as agreed upon.
  • Successful bidder will furnish qualified personnel to conduct said program as its sole cost and expense and will pay all freight, express, and cartage charges, all deliveries to the selected. No fireworks may be stored on-site.
  • Successful bidder is responsible for supplying all necessary materials for constructing mortar racks including lumber and HDPE (High-Density Polyethylene) tubes. At the conclusion of the fireworks display, the successful bidder must conduct a complete and thorough search of the area to be made for unfired fireworks or pieces  which have failed to function or ignite and shall dispose of same in a safe manner at the cost of the successful bidder.
  • Before leaving the facility all garbage, debris, and equipment must be removed from the site by the successful bidder. Under no circumstances are any materials or garbage to be left behind.
  • The successful bidder will be responsible to identify, apply and secure any permits necessary for the event.

 

It is the City’s intent to evaluate qualifications as stipulated in Sections 0300 and 0400 of the attached RFQ and select the firm deemed to be most qualified to negotiate an agreement for three years, plus two one-year optional renewals.

 

Following the receipt of proposals, the Evaluation Committee will review proposals in accordance with the criteria established in the RFQ.

FINANCIAL INFORMATION

Expenditures for fireworks/pyrotechnics services have typically been between $25,000 and $30,000 per event. It is not anticipated that grant funding will be utilized for this project.
