COMMITTEE MEMORANDUM

TO: Public Safety and Neighborhood Quality of Life Committee Members

FROM:
Alina T. Hudak

DATE: June 15, 2022

SUBJECT:DISCUSS THE CAT POPULATION AND THE NEED FOR TRAPPING OUTDOOR CATS TO KEEP THE POPULATION UNDER CONTROL AND GIVE THEM THE BEST POSSIBLE OUTCOME.

HISTORY:

At its April 27, 2022 meeting, the Public Safety and Neighborhood Quality of Life Committee held a discussion regarding the cat population and the need for trapping outdoor cats in order to keep the population under control.

Commissioner Rosen Gonzalez introduced the item, followed by Linda Diamond, President of SoBe Cats, who proceeded with discussing the need for a cat trapper in response to the increase in the City's cat population in recent years, due to the limited Trap Neuter Vaccinate Return (TNVR) program services rendered during the pandemic.  A few cost estimates for the Cat Trapper position were provided by SoBe Cats: a cost for a full time Cat Trapper position (estimated at $50K), a cost per cat trapped by a volunteer (estimated at $35 per cat), and a cost to hire a professional trapper (outsource) (estimated from $75 to $125 per cat).

Commissioner Rosen Gonzalez requested that the discussion come back to the Committee the following month, and in the meanwhile, for funding to be considered at the next Finance Workshop.

CONCLUSION:

There is currently a funded position for a full time Cat Coordinator position in the Public Works Department. The Cat Trapper position discussed at committee will be added as a budget enhancement for the Fiscal Year 2022-2023 for consideration by the Commission.
