| It is recommended that the Mayor and City Commission approve the award of a contract to Terminix International Company LP, pursuant to Invitation to Bid (ITB) No. 2022-151-DF for pest control services.

| | | | | | | | BACKGROUND/HISTORY
| The City of Miami Beach ("City") Facilities and Fleet Management Department is responsible for the day-to-day operations and maintenance of the City's assets, including 101 municipal buildings, the Lincoln Road District, six (6) miles of pedestrian areas along the beaches, and boardwalk, and 38 lifeguard stands. A need to address pest control issues throughout the City's properties to maintain a safe environment for all who visit.
On April 26, 2017, the City Commission approved an award of a contract pursuant to Invitation to Bid (ITB) No. 2017-095-AK for pest control services (the "Contract"). The contract has exhausted all renewal options, and this ITB intends to cover the services. The estimated yearly budget for these services is $83,000.00.
In anticipation of the expiring contract, Invitation to Bid (ITB) 2022-151-DF for pest control services was developed. |

| | | | | | | | ANALYSIS
| On March 25, 2022, the ITB was issued. The Procurement Department issued bid notices to approximately 6,600 companies utilizing the City's e-procurement system, with 58 prospective bidders accessing the solicitation. A pre-bid conference to provide information to proposers submitting a response was held on April 5, 2022, and two (2) site visits were held on April 28, 2022, and April 29, 2022, across several sites representative of the various locations listed in the ITB. Four (4) addenda were issued. ITB responses were due and received on May 17, 2022. The City received seven (7) responses from the following firms: Sprague Operating, LLC dba Beach Environmental; Blue Marlin Investments, Inc. dba Cayco Landscaping; Dolphin Environmental Services, LLC dba Hulett Environmental Services; JW Special Services, Inc.; Southern Service Solutions, LLC; Terminix International Company LP; and, Tower Pest Control Inc.
The bids submitted from Blue Marlin Investments, Inc. dba Cayco Landscaping, Southern Service Solutions, LLC, and JW Special Services were deemed non-responsive for failure to meet the minimum eligibility requirement, as stated in the solicitation. Accordingly, the bids submitted by these firms could not be further considered. The bids submitted by the remaining firms is included in Attachment A.
The ITB stated that the lowest responsive, responsible Bidder meeting all terms, conditions, and specifications of the ITB would be recommended for award. In its due diligence, the Procurement and Facilities and Fleet Management Departments verified that the lowest responsive bid submitted by Terminix International Company LP ("Terminix") met the requirements of the ITB, including the firm's previous experience and licensure to perform the services. The firm has previously completed work for the City's Housing Department and received excellent feedback. In addition, Terminix has performed work for several South Florida public agencies, and all references provided positive feedback.
Accordingly, Terminix has been deemed the lowest responsive and responsible bidder, meeting all ITB terms, conditions, and specifications. Below is a brief summary of the firm based on information it provided.

| | | | | | | | SUPPORTING SURVEY DATA
| According to the 2019 Community Satisfaction Survey conducted by ETC Institute, the six (6) categories under the resident survey portion for cleanliness (streets in your neighborhood, public garages, public restrooms, commercial business areas, canals/waterways, and beaches) are either positive or are trending positively. This ITB intends to maintain a world-class environment for all who visit the City of Miami Beach. |

| | | | | | | | FINANCIAL INFORMATION
| Staff performed a cost analysis to determine whether the fiscal impact is in the City's best interest. The lowest responsive bidder, Terminix, provided a cost for services of $175,897 annually (based on the quantities established in the ITB), which is an approximate increase of about 14% compared to the City's current cost for these services (routine and additional services). The Consumer Price Index (CPI) change since the current contract was awarded in May 2017 is approximately 21%. Therefore, the Administration believes it is in the City's best interest to award the contract to Terminix. |

| Based on the foregoing, I recommend that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to Terminix International Company LP, the lowest responsive and responsible Bidder to Invitation to Bid (ITB) No. 2022-151-DF for pest control services. |
