It is recommended that the Mayor and City Commission approve the award of a contract to Razorback LLC, the lowest, responsive, responsible Bidder to Invitation to Bid (ITB) No. 2022-178-ND for the exterior repairs and coating of prestressed concrete water tanks and authorize the City Manager and City Clerk to execute the contract.

The City completed an assessment of the current conditions of the prestressed concrete potable water storage tanks located at 75^th Street and also at Dade Boulevard. The assessment indicated a need to repair the exterior surfaces and roof, and coat the prestressed concrete tanks.  

Accordingly, the Procurement and Public Works Departments developed an ITB to complete the necessary repairs addressed in the assessment. The scope of work consists of furnishing all supervision, labor, material, equipment, scaffold, and forms required to repair two (2) 4,000,000-gallon water storage tanks located at 75^th Street, Water Pump Station No. 2, and two (2) 3,000,000-gallon water storage tanks located at 451 Dade Boulevard, Water Pump Station No. 1.

The North Beach Water Tanks, located at 75^th Street, currently feature a work of public art that the contractor will need to make every effort to preserve. However, any unavoidable restoration required will be managed through the Tourism and Culture Department's Art in Public Places program.

On March 11, 2022, the ITB was issued. The Procurement Department issued bid notices to approximately 3,932 companies utilizing the City’s e-procurement system, with 43 prospective bidders accessing the solicitation. A voluntary site visit and pre-bid conference to provide information to proposers submitting a response were held on March 18, 2021. ITB responses were due and received on April 22, 2022. The City received three (3) responses from the following firms Quick Painting Group Corp., Razorback LLC, and Tadeos Engineering LLC. However, Quick Painting Group Corp. is not licensed as required and Tadeos Engineering LLC failed to provide proof of the minimum experience requirement stated in the ITB.  Accordingly, the bids from these firms were found to be non-responsive to the requirements of the ITB and could not be further considered.

The ITB stated that the lowest responsive and responsible Bidder meeting all terms, conditions, and specifications of the ITB would be recommended for award. In its due diligence, the Procurement and Public Works Departments found that the bid submitted by Razorback LLC meets the requirements of the ITB, including:

1.     Licensing Requirements: Bidder shall be State of Florida Certified or Miami Dade County Licensed General Contractor.

Razorback LLC is State certified as a General Contractor. The state license number is: CGC1526612 and expires on August 31, 2022.

2.     Previous Experience of Bidder (Firm): Bidder and/or its firm shall have completed at least three (3) projects of a similar nature (repairs on prestressed concrete water tanks) for other public agency(ies) within the last five (5) years.

         Razorback LLC provided three (3) positive and satisfactory references.

Accordingly, Razorback, LLC has been deemed the lowest responsive and responsible Bidder, meeting all terms, conditions, and specifications of the ITB.

Razorback LLC (“Razorback”) founded in 2008 specializes in constructing, restoring, and maintaining infrastructure.  Its diverse group, comprised of an extensive range of trades and skill levels ensures that client expectations are met and exceeded. Razorback LLC has not previously completed work for the City, but it has performed work for the Cities of St. Petersburg, West Palm Beach, and Plantation. All references provided positive feedback. 

The bid submitted by Razorback LLC, the lowest responsive and responsible Bidder, was for the lump sum total amount of $234,025.00. The contract total with City’s contingency is $257,427.50

Based on the foregoing, I recommend that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract to Razorback LLC, the lowest responsive and responsible bidder to ITB No. 2022-178-ND for exterior repair and coating of prestressed concrete water tanks and authorize the City Manager and City Clerk to execute a contract.
