SUBJECT:DISCUSSION REGARDING THE FLORIDA POWER AND LIGHT (FPL) SCHEDULE FOR THE REMOVAL OF UTILITY POLES ON SUNSET THREE AND FOUR

HISTORY:

During the April 6, 2022 City Commission meeting, a referral to the Public Safety & Neighborhood and Quality of Life Committee (Exhibit A) to discuss the Florida Power and Light (FPL) schedule for the removal of utility poles on Sunset Three and Four, was approved.

ANALYSIS

In October 2019, FPL began performing inspections of City installed conduits and concrete products on both islands. After many months of field verification of the material installed, FPL accepted the as-built drawings and in late 2020 started pulling their cables and conductors through the City installed conduits. FPL identified four (4) locations where either blockage or damage with the new underground conduit system was encountered. City staff and the sub-contractor that installed the conduits investigated the locations. Two (2) locations were blocked due to the conduits being cut and impacted with soil. These were cleaned and repaired. The remaining two (2) locations had to be excavated to determine the cause and correct the issue. As a result, the City hired a contractor to address the two issues and it was determined that directional boring of conduits by other utilities caused the damage. The conduits were repaired in March 2022 and FPL was advised that they can start working in this area. FPL has resumed activities.

To date, FPL has installed all the transformers on Sunset Island 3 and installed the main system cables. Approximately five (5) transformers have not been installed on Sunset Island 4 due to some landscaping issues. FPL will be removing the encroaching landscaping in order to complete this task.

Breezeline and AT&T have completed the cable installation for both islands.

The Sunset Island 3 & 4 Homeowners Association (HOA) directly contracted with the three (3) franchise utilities (FPL, AT&T and Breezeline) to remove the poles on either side of the bridge leading into Sunset Island 4 and place their system underground crossing the waterway. FPL has been processing their permit through Miami Dade County DERM and received their permit in March 2022. Currently FPL is processing their City Right of Way permit through the City’s Public Works Department to start the conduit installation crossing the waterway and installing their conduits.

Breezeline and AT&T have installed their conduits under the bridge. Breezeline has installed their cables, however, the cables have not been connected to the system as they are processing an electrical permit through the City of Miami Beach Building Department and are addressing permit comments. AT&T has not yet commenced installing their wiring.

A monthly utility coordination meeting has been ongoing since the beginning of 2022 between the HOA (both Sunset Islands and the Palau), the franchise utilities and City staff to resolve issues and assist the utility companies to process permits and complete their work. The HOA, on May 2, 2022, requested a schedule to complete their project from FPL to be submitted by the week of May 9, 2020.
