SUBJECT:DISCUSSION REGARDING ADDRESSING THE CLEANLINESS, RAMPANT CRIME, AND DELINQUENCY THAT HAPPENS AT THE ROTUNDA LOCATED AT THE EAST END OF LINCOLN ROAD BETWEEN THE DECOPLAGE AND RITZ CARLTON

HISTORY:

Commissioner Rosen Gonzalez placed a discussion item on the January 20, 2022 City Commission Agenda which was deferred to the March 09, 2022 Commission meeting. It was then referred to the Public Safety and Neighborhood Quality of Life (PSNQLC) for further discussion.

ANALYSIS

The Miami Beach Police Department (MBPD) is aware of the issues raised at the rotunda location and are working to mitigate these quality of life matters as effectively as possible. First, an RDA Unit has been strategically addressing the concerns at this location to provide more consistent and frequent service. This operational strategy includes the assignment of police officers to conduct directed patrols both on foot and in golf carts which allow more area to be covered more easily. In 2021 alone, RDA Officers made approximately 80 arrests and 15 arrests have been carried out since the beginning of 2022.

The MBPD’s RDA Unit also initiated partnerships with residents of both the Decoplage Condominium and its management and HOA as well as businesses to include the Ritz Carlton Security Director and CVS management to jointly solve crime and disorder problems and share ownership of the solution strategies.

 

The Facilities and Fleet Management Department has collaborated with the RDA, MBPD, Homeless Outreach, and other City departments to improve the safety and cleanliness of the Lincoln Road Street End, from Collins Avenue to the Beachwalk. Landscaping measures include lowered hedges to provide better visibility and deter proscribed activities. Cleanliness in the area is being addressed through trash collection, programmed pressure cleaning and preventive maintenance. Additionally, the Department is retrofitting the area’s electrical infrastructure for enhanced lighting. Furthermore, the Department is coordinating to develop a Memorandum of Understanding to activate the area with abutting stakeholders, the Ritz-Carlton, the Decoplage Condominium, and the Georgian Condominium Association. The City and the stakeholders would seek to address, among other measures, expansion of the current private patrolled security area; providing a direct line of communication to the Miami Beach Police Department for security services; supplement minimum maintenance provided by the City; empower the private properties to maintain, or contribute to additional and enhanced maintenance and security to the proposed public area(s).


CONCLUSION:
The Administration is open to further discussion regarding the area and remains committed to ameliorating the situation. Emphasis will continue to be placed on maintaining a highly visible police presence including Neighborhood Resource Officers (NROs) and the Homeless Resource Officers (HROs) to proactively address the quality of life issues at this location.
