SUBJECT:DISCUSSION REGARDING AN UPDATE ON PUBLIC SAFETY EQUIPMENT SUCH AS CAMERA TECHNOLOGY, LICENSE PLATE READERS, AND NOISE LEVEL MONITORS

HISTORY:

Commissioner Meiner placed a referral to the then Neighborhood and Quality of Life Committee (NQLC) on the June 23, 2021 City Commission Meeting agenda. The item was heard at the September 20, 2021 NQLC meeting.

Subsequently, Commissioner Meiner placed a second referral to the Public Safety and Neighborhood Quality of Life Committee (PSNQLC) on the March 9, 2022 City Commission Meeting agenda.

ANALYSIS

Since the last update in September 2021, the one significant issue to note with regards to cameras has been the increase in delays obtaining CCTV and networking equipment due to microchip shortages and the resulting supply chain setbacks. Many projects have been hampered because of the significant increase in lead times to receive products. This is also affecting construction materials such as conduit, handhole boxes, upright poles, enclosures, etc. This will remain a concern for the immediate future and affect the multitude of simultaneous CCTV projects in the city’s pipeline. Projects throughout the city continue to progress, albeit slower than expected.

A second – and hopefully short-term – concern is the price increases experienced across the board on equipment and materials. This is evident throughout the entire economy in the U.S. inflation figures and has been exacerbated by the supply issues mentioned above. Vendors are sharing that price increases are imminent and the Police Department is doing everything possible to lock in orders at current prices.

Albeit the industry delays, construction continues on the Mid-Beach and North Beach Beachwalk CCTV segments. The new Mid-Beach and South Beach LPR sites have been completed and the damaged site in South Beach has also been repaired. Construction on the City Hall CCTV upgrade is substantially complete and only awaiting delivery of a few additional cameras to be finalized. Configuration of the cameras and system is underway. Major upcoming CCTV projects include the comprehensive City Garage project (9 garages total); Collins, Washington, and Alton Road camera sites; and updating the Fleet Management CCTV system. Despite significant demands on the Tech Services Section over the last few months including Art Basel, SOBE Wine and Food Festival, Spring Break, Bitcoin 2022, and others, the MBPD has made and continues to make significant progress on its many technology projects.
