New Business and Commission Requests - R9  M

COMMISSION MEMORANDUM

TO:Honorable Mayor and Members of the City Commission
FROM:Commissioner David Richardson
DATE:March  9, 2022

SUBJECT:DISCUSSION ON FUTURE STEPS TO MOVE THE BYRON CARLYLE SITE FORWARD.

ANALYSIS

During the past several months there has been much discussion about the future of the Byron Carlyle site. During recent months, I have been working with the team that is structuring the Collins Park Workforce Housing and Ballerina Dormitory project to determine what, if any, opportunities exist to structure a similar project to re-imagine the Byron Carlyle Site as a Cultural Center for North Beach, including a Workforce Housing component. There are a few different models that appear to be financially viable.

Two problems: NEED for a North Beach Cultural Center and NEED for affordable, Workforce Housing.

At last month's commission meeting, I referred an item to the Finance and Economic Resiliency Committee (FERC) to explore the financial and funding models for discussion.
