SUBJECT:REFERRAL TO THE AD HOC RESILIENCY COMMITTEE TO DISCUSS HOW TO IMPROVE INFORMATION AND ENGAGEMENTS WITH RESIDENTS AS IT RELATES TO PROJECTS THAT REQUIRE HARMONIZATION AGREEMENTS.

BACKGROUND/HISTORY

Harmonization agreements have been a critical part of recent resiliency/ infrastructure projects. Harmonization agreements require that private property owners enter into a formal written agreement with the City to harmonize the right of way between city public property and their private property interest. Many residents have expressed questions, concerns and resistance to these agreements, especially on the West Avenue Phase II project.

 

Due to the nature and complexities inherent with these types of agreements, we request the attention of the Ad Hoc Resiliency Committee specifically;

 

1) What have been the major barriers to securing these agreements?

 

2) What additional information would help this process?

 

3) What other opportunities exist to improve the process and reduce project delays?
