SUBJECT:DISCUSSION REGARDING ESTABLISHMENT OF A PUBLIC-PRIVATE PARTNERSHIP WITH THE ASSOCIATION OF COMMUNITY EMPLOYMENT PROGRAMS FOR THE HOMELESS (“ACE”).

HISTORY:

The Mayor and Commission referred this item to the Neighborhood and Quality of Life Committee (NQLC) at its December 8, 2021, meeting.

ANALYSIS

The City offers a variety of voluntary services to provide support for those individuals choosing to end their homelessness. Homeless clients may access shelter services, family and friends reunification, identification document replacement, entitlements assistance and referrals to medical/ mental health/ substance abuse providers.

 

Homelessness is rarely caused just because a person loses their housing. Homelessness, as demonstrated through our client interactions and service histories is the culmination of a series of behaviors and events such as loss of employment, mental illness, addiction, family disintegration, criminal behaviors, lack of savings/financial resources, etc.

 

The Association of Community Employment Programs for the Homeless (ACE) works with homeless men and women throughout New York City, work experience, providing job training, and a lifetime support network to help our program participants achieve their goals and establish economic independence.

 

In 2018 the City funded Hope in Miami-Dade for three (3) years to provide employment training and services to homeless clients in Miami Beach. As part of the program, participants received 32 hours of paid employment, in addition to interview clothes to assist with their transition back into the workforce. While the client was in the program, they also received a direct referral to CareerSource to find permanent employment. This employment opportunity eased the transition to full-time employment while using the recent homeless experience to engage others to leave the streets. As a result of the COVID-19 pandemic, the employment program was suspended. In July 2021, Hope in Miami-Dade advised the City that they would not be returning to provide services.

 

CONCLUSION:

The Administration is working with the City’s Procurement Department to make a Request for Letters of Intent to engage providers to offer their employment services to our homeless population. Currently, there is $69,556.93 within the Office of Housing and Community Services budget allocated to providing these services.
