| SUBJECT: | REFERRAL TO THE NEIGHBORHOOD AND QUALITY OF LIFE COMMITTEE, FOR AN UPDATE REGARDING THE CITY’S SHORT-TERM RENTAL ENFORCEMENT EFFORTS FOLLOWING THE RECENTLY APPROVED BUDGET ENHANCEMENTS FOR ADDITIONAL CODE COMPLIANCE STAFF AND ADOPTION OF STRICTER SHORT-TERM RENTAL REGULATIONS, INCLUDING A DISCUSSION OF HOW THE CITY COULD ENHANCE ITS MONITORING OF SHORT-TERM RENTAL OPERATORS, INCLUDING WITH RESPECT TO PAYMENT OF ALL REQUIRED CITY AND STATE SALES TAXES, IN ORDER TO TAKE APPROPRIATE ENFORCEMENT ACTION AND ENSURE COMPLIANCE WITH ALL LAWS. |

| Please place on the February 9, 2022 City Commission agenda a referral to the Neighborhood and Quality of Life Committee to discuss the City’s enforcement efforts relating to short-term rentals, including the progress made as a result of the City Commission’s recent approval of funding for additional Code Compliance staff dedicated to short-term rentals, as well as the City Commission’s approval of stricter regulations and controls governing short-term rentals in those areas of the City where the City cannot prohibit short-term rentals under State law.
As part of this discussion, I would like for the Administration to be prepared to address and make recommendations regarding how the City could further enhance its monitoring of short-term rental operators, including their obligations under the City Code to make payment of all required City and State of Florida sales taxes, including options for the City to either pursue enforcement and/or partner with the Florida Department of Revenue to take appropriate action against operators who fail to pay the appropriate taxes or otherwise fail to comply with City and State laws. |
