SUBJECT:REQUEST FOR APPROVAL TO AWARD A CONTRACT PURSUANT TO INVITATION TO BID (ITB) 2022-113-ND, POLICE AND FIRE DEPARTMENT UNIFORM AND ACCESSORIES TO THE PRIMARY AND SECONDARY VENDORS, AS SET FORTH IN ATTACHMENT “A”.

RECOMMENDATION

It is recommended that the Mayor and City Commission approve the award of a contract for Police and Fire Department uniforms and accessories to the lowest responsive, responsible bidders, as primary and secondary vendors, as set forth in Attachment A.

BACKGROUND/HISTORY

On September 1, 2016, the City issued Invitation to Bid (ITB) 2016-178-AK for Police and Fire Department Uniforms and Accessories. On December 14, 2016, the Mayor and City Commission awarded a contract to the lowest bidder. The City’s current contract for these services expires in February 2022. To consider a replacement contract, this ITB seeks to establish a contract, by means of sealed bids, with a qualified firm(s) to provide apparel and accessories to the Police and Fire Departments.

ANALYSIS

The ITB was issued on October 26, 2021, with a bid opening date of December 10, 2021.  Three addenda were issued. Approximately 6,375 vendors were notified via the City’s e-procurement system. Seventy prospective bidders accessed the advertised solicitation. The notices resulted in the receipt of eight (8) responses from: Design Lab, Inc. (“Design Lab”), Galls, LLC (“Galls”), Global Trading, Inc. (“Global Trading”), Municipal Emergency Services, Inc. (“Municipal Emergency Services”), The Player’s Connection of Florida, LLC (“Player’s Connection”), Soflo. Promo Co. (“Soflo. Promo”), Uniforms of Miami Shores LLC d/b/a All Uniform Wear (“All Uniform Wear”), and World Emblem International (“World Emblem”). See Attachment “B “for a tabulation of bids received.

 

The bid submittal from DesignLab, Player’s Connection, and World Emblem were deemed non-responsive for failure to submit the correct cost proposal form, as required in the solicitation. Accordingly, the bids submitted by these firms could not be further considered.

 

The ITB stated that the lowest responsive, responsible bidder(s) meeting all terms and conditions of the ITB would be recommended for award. In its due diligence, the Procurement Department verified that the lowest responsive bids were submitted by Galls, LLC, Municipal Emergency Services, Inc., Soflo. Promo Co., and Uniforms of Miami Shores LLC D/B/A All Uniform Wear met the requirements of the ITB. Accordingly, Galls, LLC, Municipal Emergency Services, Inc., Soflo. Promo Co., and Uniforms of Miami Shores LLC D/B/A All Uniform Wear, have been deemed the lowest responsive and responsible bidders for the respective groups, meeting all terms and conditions of the ITB, as set forth in Attachment “A.” 

As indicated in Attachment A, for some brands multiple tie bids were received. In these cases, the lowest responsive, responsible bidders shall be deemed co-primary vendors (or co-secondary vendors for any brand in which multiple second-lowest responsive, responsible bidders have been identified). The Procurement Department shall establish contract usage procedures for departments to follow when placing uniform orders. Items in Group 2, Supplementary Items and Services, are being recommended for award to the vendors awarded under Group 1.

 

A brief description of the lowest responsive and responsible bidders is below.

 

Galls, LLC

Galls has over 50 years of experience in the industry servicing the needs of law enforcement, military, security, fire, EMS, postal, public transportation, and more. It has an extensive selection of products, brands, competitive prices, responsive service, fast deliveries, and seamless ordering.

 

Global Trading, Inc.

Global Trading, Inc. is a distributor and full-service center for a wide range of public safety uniforms, career apparel, and industrial clothing manufacturers. Global Trading has been a vendor for the City since 2001 and has performed well.

 

Municipal Emergency Services, Inc.

Established in 2001, Municipal Emergency Services has quickly grown to be the largest supplier of uniforms and accessories to first responders in North America. With over 180 sales representatives, 110+ mobile service technicians, and 18 in-house service centers strategically located locally around the United States, it can assure that its customers are purchasing quality name brand equipment.

 

Soflo.Promo Co.

Soflo.Promo, established in Tennessee in 1994, provides custom apparel to various private and public entities. They have been registered in Florida as a foreign profit corporation since June 2018. References indicate satisfaction with the services provided.

 

Uniforms of Miami Shores LLC d/b/a All Uniform Wear

Established for 30 years, All Uniform Wear takes pride in its years of service and commitment to the uniform and custom embroidery industry. Initially servicing Florida, All Uniform Wear has expanded its distribution network to include the entire United States and the Caribbean. Its vast infrastructure and purchasing power allows it to price embroidered products at the most competitive levels without sacrificing quality and service.

FINANCIAL INFORMATION

Funding for these services is subject to the approval of funds through the City’s budgeting process.  The average annual expenditure for these services has been $101,623. Grant funding will not be utilized for this project.

CONCLUSION

I recommend that the Mayor and City Commission of the City of Miami Beach, Florida, approve the award of a contract for Police and Fire Department uniform and accessories to the primary and secondary vendors, as set forth in Attachment “A".
