SUBJECT:DISCUSSION REGARDING THE STORMWATER GENERATOR ON PALM ISLAND.


HISTORY:

This memorandum serves as a status and final resolution to the October 19, 2020, Neighborhood and Quality of Life Committee meeting regarding the landscaping design for the generators being installed on Palm & Hibiscus Islands as a part of the Palm & Hibiscus Islands Right-of-Way Infrastructure Improvement Project.

On December 9, 2015, the City Commission adopted Resolution No. 2015-29243 approving Amendment No. 3 to the Design Build Agreement with Lanzo Construction Company of Florida (Lanzo) to commence with the construction of Palm & Hibiscus Island Right-of-Way Infrastructure Improvement Project. The scope of work for the project consisted of streetscape improvements, sanitary sewer lining, water main, new storm water conveyance system, three (3) pump stations with extensive stormwater pre-treatment and flow control, manatee grates for the outfalls and undergrounding of overhead utilities within Hibiscus Island. Generators were not a part of the original scope of work for this project.

On May 16, 2018, at the request of the Palm and Hibiscus Homeowners Association (HOA), the City Commission discussed the addition of permanent generators, to provide auxiliary power to the stormwater pump station for the Islands. At that meeting, it was agreed that permanent auxiliary generators should be provided for the three (3) pump stations (two within Palm Island and one for Hibiscus Island) as part of the current project. Administration was directed to obtain pricing from the Contractor.

On July 25, 2018, the City Commission adopted Resolution No. 2018-30444 authorizing the City Manager to negotiate and issue Amendment No. 4 for the not-to exceed amount for $1,951,208 plus $195,121 owner’s contingency for the total amount of $2,146,329, for design, permitting and installation of the auxiliary power bi-fuel generators for the three (3) pump station locations.

On July 25, 2018, the City Commission adopted Resolution No. 2018-30426 approving the Seventh Amendment to the 2017/18 Capital Budget adding funding for the generators for Palm & Hibiscus Islands.

On March 21, 2019, in a meeting between the CIP Director, CIP staff and representatives from the HOA, it was agreed that the location for the generators were going to be reviewed and approved by certain HOA board members and the property manager.

On April 1, 2019, CIP staff met with HOA representatives to review the location of the two generators for Palm Island. The two locations, as well as the size of the generators (25 feet long x 12 feet wide and 14 feet in height), were discussed and the locations were approved. Subsequently, CIP staff met and communicated via email several times with the HOA board members, providing design alternatives, location information and discussing the available options.  The west Palm Island generator and roundabout are attached as Exhibit A.

On October 22, 2019, the permanent generators for the pump stations were delivered to the jobsite and Lanzo commenced their installation. The two generators for Palm Island were installed. The Hibiscus Island generator was brought on site; however, was not installed. On April 21, 2020, the HOA submitted correspondence to the city confirming that the proposed location for the generator in Hibiscus Island has been accepted.

The landscaping design for the medians within Palm and Hibiscus Islands were developed by Craven Thompson and Associates. The landscaping for the Palm Island median has been completed. In the interest of continuity of design, the same consultant designed the landscaping to conceal all the generators and above ground components.

On September 8, 2020, Craven Thompson submitted to the City the completed landscape design to conceal the pump stations and generators in Palm and Hibiscus Islands. The landscaping design for the three (3) locations considered many above and underground utility conflicts. Exhibit A shows the location of the generator in the west Palm Island roundabout. The design was provided to the HOA for their review. The HOA approved the landscaping design for the generator located on Hibiscus Island median and on Fountain Avenue; however, the proposed landscaping to conceal the generator in the west Palm Island roundabout was not approved.

On September 16, 2020, the Commission referred to the Neighborhood and Quality of Life Committee (NQLC) to discuss the stormwater generator on Palm Island (Exhibit B).

On October 19, 2020, the NQLC discussed the generator locations, landscaping and generator screening design at Palm & Hibiscus Islands.

Coordination with the HOA continued. The plan and renderings of the revised landscaping design to screen the generators (Exhibit C) were presented to the representatives from the HOA, in a coordination meeting on March 30, 2021. The design was reviewed in the field, observing and considering the space constraints due to the existing above and underground utilities. Subsequently the final landscaping design for all of the Palm and Hibiscus Islands pump station locations were approved by the HOA, as is represented in their letter dated April 14, 2021, attached as Exhibit D.
