TITLE:AN UPDATE TO THE LUSC COMMITTEE ON THE STATUS OF THE BAYWALK PROJECTS

HISTORY:

On March 17, 2021 the City Commission adopted Resolution No. 2021-31630 to expedite the Baywalk and move it up on the G.O. Bond prioritization list with the direction for administration to present the Baywalk plan at a Land Use and Sustainability Committee meeting.

During the LUSC meeting held on May 26, 2021, the Administration provided an update on the status of the Baywalk projects, including both GOB and non-GOB funded sections. The memorandum (Exhibit 1) detailed the status of each section.

ANALYSIS:

Since the publication of the memorandum and the update to the Committee, certain projects have proceeded with their development. Updates are as follows:

• Monad Terrace (1300 West Avenue; DRB File 23249)
We are pleased to report that this section of the baywalk is complete and has been open to the public since August 2021.

• South Bay Club Condominium (800 West Avenue; DRB File 22960), Bay Garden Manor Condominium (1250 West Avenue) and Bayview Terrace Condominium (1228 West Avenue; PB File 1879)
Design and completion of these segments is funded through the GO Bond program. City staff has negotiated an agreement with a consultant (ESciences) who is currently working on a feasibility study and conceptual design, in order to present it to the Board of Directors for each of the properties, for discussion and approval.

• Mondrian Hotel/Mirador Condominiums (1000-1200 West Avenue; DRB File 20181)
This section obtained preliminary approval from the Florida Department of Environmental Protection (FDEP), and Miami-Dade County’s Regulatory and Economic Resources (RER). Further, coordination with the Florida Fish and Wildlife Commission (FWC) has also been completed. Remaining approvals include U.S. Army Corps of Engineers (USACE) and National Marine Fisheries Service (NMFS) acting as a commenting agency to USACE. This approval is expected to take approximately one year.

• Lincoln Bay Towers Condominium (1450 Lincoln Road; DRB File 23218)
Revised plans and the permit application were delivered to the building’s Board of Directors for execution on June 30, 2021, and a meeting was held on July 8, 2021. The City has not yet received the executed permit application. The current Board of Directors has taken exception with the City’s agreement, entered into by a previous Board, and has raised some objections. City staff has been working diligently to resolve the Board’s concerns. As a requirement of the permit application, the adjoining property to the south, the Capri South Beach (1445 and 1470 16th Street), was also provided with a copy of the permit application for execution on June 30 and again on August 19, as the proposed baywalk will connect to their property. We have not yet received the executed copy.

• 5th Street Pedestrian Bridge
The developer’s design team has completed the structural drawings for the 500 Alton project and has been meeting to review the sequence of construction activities for the interfacing of the bridge and tower projects. The developer’s Bridge design team is working on completing the drawings to coordinate with the tower and the municipal utilities. Once the drawings are coordinated and completed, they will be issued to the City for review prior to filing for permits. The developer is targeting fall 2021 for completion of the bridge drawings.

CONCLUSION:

The foregoing is presented to the members of the Land Use and Sustainability Committee for update and discussion.
