At the July 23, 2021 Finance and Economic Resiliency Committee, a motion was made to support the funding of Stop the Bleed Kits in Miami Beach public schools at a cost of $37,500 plus shipping.  At the request and urging of the Miami Beach Senior High School Parent Teacher Student Association (PTSA), in early 2021 approximately 137 Stop-The-Bleed kits and wall mounts were installed at Miami Beach Senior High School. Per email from a PTSA member, the funds for the May 2021 installation of the 137 kits at approximately $15,000 were provided as follows:

• $5,000   PTSA
• $6,000   Make Our Schools Safe
• $4,200   Dr. Martin Karp, School Board Member

The kits were purchased from iThrive Medical, a vendor approved by Miami-Dade County.  Each kit contains standard first aid supplies including scissors, gauze, gloves, bandages, a tourniquet and a chest seal with easy to read and understand instructions.    The kits cost approximately $62.50 each and the wall mounts $45.00 each plus shipping. 

Training for school staff to use the kits was arranged by Miami-Dade County Public Schools administered from Jackson Memorial Health Ryder Trauma Center staff. 

Per emails from School Board member Lucia Baez-Geller and Miami Beach Senior High School PTSA, the installation of the Stop-The-Bleed kits at each Miami Beach public school would include the below total number of classrooms and common areas:

City administration obtained required quotes pursuant to City Administrative Order 16.02 Section (2) Category 2 from various vendors and selected the lowest bidder  iThrive to provide up to 349 Essential Bleeding Control Kits (Stop the Bleed Kits) and associated training for 350 public school teachers and staff at a cost of $36,017.93.   Each Essential Bleeding Control Kits includes the following:

• 2x Pair Large Nitrile Gloves
• 1x Trauma Shears
• 1x CAT Tourniquet
• 1x Permanent Marker
• 1x Strerile Kinkle Gauze
• 1x Israeli Compression Bandage
• 2x Hyfin Chest Seals
• 1x Emergency Blanket
• 1x Stop the Bleed Instruction Card

Miami-Dade County Public Schools has also indicated that their partnership would include the following:

• Installation of the wall-mounted kits at each school done by school maintenance
• Blood Pathogen Training for teachers and staff
• Inoculations for teachers and staff
• Annual maintenance of the kits, training for staff, and inoculations for staff
• Placement of banners promoting the partnership with the City of Miami Beach and Make Our Schools Safe Organization at each public school
• Placement of Make Our Schools Safe Organization logo and/or City of Miami Beach logo hyperlinked to applicable websites

Make Our School Safe is a 501(c)(3) dedicated to protecting students and teachers at school.  As part of this inititiative, the organization has committed $15,000.00 to support the City's efforts to provide the Stop the Bleed Kits in Miami Beach public schools.   A portion of these funds will be used to purchase banners for each of the partner schools to promote this initiative.

School Board Member Lucia Baez-Geller has also indicated a desire to support this iniative and to donate $2,000.00 towards the purchase of the Stop the Bleed Kits for Miami Beach public schools.
