SUBJECT:DISCUSSION REGARDING AN UPDATE ON PUBLIC SAFETY EQUIPMENT SUCH AS CAMERA TECHNOLOGY, LICENSE PLATE READERS, AND NOISE LEVEL MONITORS

ANALYSIS

The use of technology by the Miami Beach Police Department (MBPD) has had an undeniable positive impact on the Department’s operations. The Technical Services Section assisted by the I.T. Department Mobile Tech and System Administrator have carried out and continue to participate on multiple projects and upgrades in support of the Department. Below is a snapshot of the more significant and relevant technological accomplishments so far in 2021.

 

CLOSE CIRCUIT TV (CCTV)/LICENSE PLATE READER (LPR) OPERATIONS

 

 North Beach

 

  • Approximately 5 camera locations have been installed or upgraded in vital areas
  • An additional 70 (approx.) cameras are currently under design and slated as part of ongoing Capital Improvement and G.O. Bond projects

 

Mid-Beach

 

  • The Department was been collaborating with CIP on the design of the 41st Street Corridor, which includes the installation of approximately 10 camera locations to cover critical sites and intersections

 

South Beach

 

  • In additional to cameras installed throughout the Beachwalk, the ADCD has seen the installation of fiberoptic network infrastructure and the addition or upgrade of approximately 8 camera locations
  • Several temporary cameras were also added for the Memorial Day Weekend, all of which are slated to become permanent installations as the G.O. Bond projects move forward
  • Additional Capital Improvement and G.O. Bond locations throughout South Beach for cameras and LPRs are currently in various stages of planning and design

Beachwalk

 

  • Over 100 camera views have been added or are currently slated for installation throughout the Beachwalk from 3rd to 46th Streets
  • An additional 15 camera locations are slated for the section from 79th to 87th Streets as part of the CIP construction project


City Facilities

 

  • Through collaboration with multiple City departments, over 500 cameras have been installed or are slated to be installed in facilities to include City Hall, fire stations, Public Works properties and City garages

PROGRAMS, SYSTEMS AND DATABASES

 

City and Department-wide upgrades and installations of the following programs, systems and software:

 

  • Accurint Virtual Crime Center
  • AVLS (GPS)
  • CCTV Integrator
  • DORS System (police reports generated by the public)
  • DRONE
  • ETHOS citation platform (citation and crash report platform)
  • E.L.V.I.S. (efficient workflow to reduce possibility of erroneous data entry)
  • e-Subpoena
  • FACES Biometric Comparison System
  • Fiberoptic Network
  • Harris Radio
  • JAG Grant (grant to purchase battery backups to power CCTV for 24-hour cameras use)
  • Kronos UKG Telestaff (payroll system)
  • LEADS Online
  • Milestone VMS
  • Mobile Command Vehicle
  • Mobile phone acquisition
  • Red Light Camera Contract Renewal
  • UASI Regional LPR Grant – (regional LPR data repository)
  • Vigilant Florida State-Wide LPR System

 

*Please note the Department does not employ the use of noise level monitors or devices.


CONCLUSION:
The Department has made great strides in expanding the CCTV footprint and fiberoptic data network in 2021 citywide and plans to continue to do so over the coming months and years. Additional City departments continue to request to include their CCTV cameras within the MBPD video management system, allowing for the consolidation of all these previously disparate systems into one centralized platform.

The Department Applications Team has numerous significant technology upgrades in progress and several large projects slated for this year. The Department is growing in personnel and in responsibilities as it continues to develop and plan for the daunting task of implementing a Real Time Crime Center in the City of Miami Beach.
