| | It is recommended that the Mayor and Commission of the City of Miami Beach, Florida authorize the issuance of Request for Qualifications (RFQ) for utility bill auditing & expense reduction consulting services for gas & electric. |

| | | | | | | | BACKGROUND/HISTORY
| | The City periodically reviews its accounts for various utilities to assure proper invoicing and categorization by utility service providers, as well as recovering any overcharges. Through this RFQ, the City is requesting qualifications from firms experienced in utility bill auditing and related expense reduction, primarily for electric and gas utilities. |

| | | | | | | | ANALYSIS
| This RFQ anticipates a qualifications-based selection. Therefore, qualifications shall be submitted in accordance with Section 0300. The City will evaluate the qualification submittals and may select a firm(s) in accordance with Section 0100, Sub-section 11. It is anticipated that the selected firm will review invoices for mistakes, inaccuracies in classification parameters, hidden profit margins, etc. and will prepare a written analysis documenting its findings. The final scope and share of recovered funds or real savings will be negotiated with the selected firm. The pertinent areas of the RFQ include the following sections.
• SUBMITTAL REQUIREMENTS. Please Reference Section 0300, Proposal Submittal Instructions & Format, RFQ 2021-322-ND for Utility Bill Auditing & Expense Reduction Consulting Services – Gas & Electric (attached).
• CRITERIA FOR EVALUATION. Please Reference Section 0400, Proposal Evaluation, RFQ 2021-322-ND for Utility Bill Auditing & Expense Reduction Consulting Services – Gas & Electric (attached).
