SUBJECT:DISCUSSION REGARDING THE PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD’S MOTION FOR MORE LIGHTING IN FLAMINGO PARK.

HISTORY:

On April 15, 2021, the Parks and Recreational Facilities Advisory Board passed two motions. Motion 1 was related to more lighting in Flamingo Park.

On April 19, 2021, Letter to Commission # 168-2021 was issued informing the Mayor and City Commission of the Parks and Recreational Facilities Advisory motions.

On May 12, 2021 the Commission referred to the Neighborhood and Quality of Life Committee (NQLC) a discussion item regarding the Parks and Recreational Facilities Advisory Board’s motion for more lighting in Flamingo Park (Exhibit A).

The Flamingo Park Master Plan was approved at the Historic Preservation Board Meeting of November 09, 2010. Subsequently, by Commission action and HPB orders, modifications to the Flamingo Park Master Plan were made and the final approved Master Plan includes: renovation of the soccer, softball and baseball fields with artificial turf, a butterfly garden, the demolition of the existing, dilapidated restroom, a new restroom and office building, addition of an outdoor fitness cluster, restoration of both the Robert Haas and Joe Rubin Handball Courts buildings, and park wide drainage and irrigation upgrades.

The following portions of the original Flamingo Park Master Plan concept have been completed: the renovation of the football field, running track and associated facilities, new estate fencing along the perimeter of the football field and running track, a new tennis center and courts, the demolition of the Friendship Corner Facility, construction of a new restroom and office building, new artificial turf soccer field with sports lighting, and parkwide improvements (Phase I) that included the addition of new trees, palms, ground covers and native plants, new concrete pathways, lighting, curb and gutters, new irrigation and drainage systems.

The renovation of the Joe Rubin and Robert Haas handball courts buildings is underway.

As part of the Flamingo Park Master Plan several lighting components were included. Below and attached (Exhibit B) is a breakdown and description of completed and pending scope:

Completed:
- Football field and track: included sports lighting.
- Tennis Center: included sports lighting.
- Soccer Field with artificial turf: included LED sport lights.
- Restroom and office building: included path lighting (LED Bollards)
- Parkwide Improvements Phase I: included LED pedestrian Acorn light poles
- Fitness Cluster: included LED pedestrian Acorn light poles

Under Construction:
- Robert Hass and Joe Rubin Handball Courts buildings: includes LED Sport Lights and LED pedestrian Acorn light poles.

In Design:
The following projects are GOB funded and were recently advanced to Tranche 1. All of the projects are under design and include lighting elements.
- Softball Field renovation: includes new sports lighting (poles and LED fixtures) and new LED pedestrian Acorn light poles.
- Baseball Field renovation: includes replacement of sports lighting fixtures with LED fixtures
- Butterfly Garden: Includes new LED pedestrian Acorn light poles, and replacement of existing lights along the exiting 11th Street park entrance pathway.

Additional GOB projects that are not part of the Flamingo Park Master Plan scope:
- LED Lighting in Parks: Upgrading sports and pathway lighting to LED technology that are not being upgraded as part of the Flamingo Park Master Plan, including areas of concern related to poor illumination on pathways.


The Office of Capital Improvements Projects is working very closely with the Parks and Recreation Department in conjunction with the Parks and Recreational Facilities Advisory Board to ensure that all concerns regarding lighting at Flamingo Park are being addressed within the above described scope.
