SUBJECT:DISCUSSION REGARDING THE MOTIONS MADE BY THE PARKS AND RECREATIONAL FACILITIES ADVISORY BOARD (LTC #168-2021)

HISTORY:

During the April 15, 2021 Parks and Recreational Facilities Advisory Board, the members made and passed two motions unanimously. (Exhibit “A”) These motions were referred to the Neighborhood and Quality of Life Committee meeting during the May 12, 2021 Commission Meeting. (Exhibit “B”)

ANALYSIS

Motion 1: The Parks and Recreational Facilities Advisory Board recognizes the significance of the need for lighting in Flamingo Park and as such, strongly supports the fast tracking of all lighting projects at Flamingo to be done this year or as soon as possible.

 

  • This motion is addressed by the Capital Improvement Projects Department in the item titled “Discussion Regarding The Parks And Recreation Advisory Board’s Motion For More Lighting In Flamingo Park,” referred by Commissioner Gongora during the May 12, 2021 Commission Meeting.

 

Motion 2: Due to the extreme shortage of open / active space in our City, the Parks and Recreational Facilities Advisory Board urges the Commission to prioritize increases to active spaces within our parks. Further, we recommend that no open space be removed from our parks without significant due diligence and consideration. In particular, we would stress the urgent need for open play spaces in Flamingo Park.

 

  • The Parks and Recreation Department understands and has prioritized the need for active and open spaces within our parks. The Department is continuously looking for opportunities to create spaces.
  •  The Department currently has planned projects which prioritizes active and open spaces within the City:

o   Analyzing potential use of parking garage rooftops.

o   Polo Park – The addition of sports lighting to expand programming hours beyond sunset and increase safety.

o   South Pointe Elementary School - Coordinating with Miami-Dade Public Schools to implement improvements in the basketball court area to provide resident access after school hours.

o   Biscayne Elementary Field – Field will be open for public use in Summer 2021

 

·         The following are the Department’s future planned projects:

o   Fairway Park and Normandy Isle Park – Artificial turf installation is programmed in the City’s Capital Project Plan to be spilt funded between FY 23 and FY 24.

o   Biscayne Elementary Field- Shared Field Sports Lighting is programmed in the City’s Capital Project Plan to be funded in FY 24

o   Crespi Park – Addition of Sports Lighting and Micro Soccer Fields is programmed in the City’s Capital Project Plan to be funded in FY 25

o   Stillwater Park – Addition of Sports Lighting and Micro Soccer Fields is programmed in the City’s Capital Project Plan to be funded in FY 26

o   G.O. Bond Projects:

§  Muss Park - Installation of artificial turf field, providing for multi-purpose use.

§  Skate Park - Expansion is currently in the design process, to expand site elements and create an “all-wheels park”

§  North Shore Youth Center - Field conversions to artificial turf and repurposing parking areas into athletic field space

§  72 Street Complex - Multipurpose field

§  Maurice Gibb Memorial Park - Creation of open greenspace areas

 

CONCLUSION:

Discuss the motions made by the Parks and Recreational Facilities Advisory Board during their April 15, 2021 meeting (LTC #168-2021).
