SUBJECT:REFERRAL TO THE LAND USE AND SUSTAINABILITY COMMITTEE OF A DISCUSSION PERTAINING TO THE MEASUREMENT OF ALLOWABLE BUILDING HEIGHT AND HEIGHT EXCEPTIONS IN THE ALTOS DEL MAR HISTORIC DISTRICT.

ANALYSIS

Please place a referral to the Land Use and Sustainability Committee of a discussion pertaining to the measurement of allowable building height and height exceptions in the Altos del Mar Historic District. Currently, the City’s Land Development Regulations utilize grade as the measuring point for maximum building height in the Altos Del Mar Historic District. These height regulations, which were enacted in 2001, were formulated in response to the minimum wave crest requirements for oceanfront lots.  The Altos del Mar district is the only oceanfront single family district in the City, and one of two oceanfront single family districts in Miami-Dade County.
 
In 2016 the City adopted comprehensive amendments pertaining to the measurement of building height, Citywide, by establishing that building height shall be measured from base flood elevation plus minimum freeboard. The sole exception to this Citywide amendment was the Altos Del Mar Historic District, due to the unique context and character of the district, and the manner in which the existing development regulations respond to the fabric of the district. The purpose of this referral is to have a discussion at the LUSC to see whether it would be appropriate to modify the measurement of allowable height in the Altos Del Mar District to be consistent with the measurement of building height in all of the other single-family districts in the City, which is from base flood elevation plus freeboard.
