COMMITTEE MEMORANDUM

TO: Neighborhood and Quality of Life Committee Members

FROM:
Alina T. Hudak, City Manager

DATE: May 19, 2021

SUBJECT:DISCUSSION REGARDING THE POSSIBILITY TO EXTEND THE OUTDOOR SEATING PROGRAM IN SELECTED AREAS.

HISTORY:

At its March 17, 2021 meeting, the City Commission approved a referral to the Neighborhoods and Quality of Life Committee (NQLC) to discuss the possibility of extending the outdoor seating program in selected areas.

The referral references Resolutions that have been approved by the City Commission in response to the pandemic, including a few waivers for sidewalk cafes, and an outdoor seating extension (which allows restaurants to expand sidewalk café seating areas onto public rights-of-way, or other outdoor seating areas on private property, via special event permits issued), in order to satisfy CDC, Miami-Dade County, and City of Miami Beach social distancing guidelines.

ANALYSIS

On March 17, 2021, the City Commission approved, via Resolution No. 2021-31632, a Citywide sidewalk cafe seating extension through the end of the fiscal year, which is September 31, 2021.

CONCLUSION:

The current City Resolution allows sidewalk cafe seating areas to expand onto public rights-of-way, or other outdoor seating areas on private property through September 31, 2021.  An additional extension of this Resolution will be considered by the City Manager for recommendation as we approach the closing of the fiscal year.  The Administration is open to feedback and/or direction from the Committee members.
