SUBJECT:

A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE NEIGHBORHOOD AND QUALITY OF LIFE COMMITTEE REGARDING THE USE OF CUSTOM PRINTED WINDSCREENS FOR CITY CONSTRUCTION PROJECTS, AND DIRECTING THE ADMINISTRATION TO ESTABLISH A POLICY FOR USE OF CUSTOM PRINTED WINDSCREENS ON CITY CONSTRUCTION PROJECTS; AND FURTHER, PROVIDING FOR THE POLICY TO SPECIFY THAT THE USE OF CUSTOM PRINTED WINDSCREENS SHALL BE SUBJECT TO AVAILABLE FUNDING AND AT THE DISCRETION OF THE ADMINISTRATION FOR UPCOMING CITY CONSTRUCTION PROJECTS.


RECOMMENDATION

A discussion was held at the January 28, 2021 Neighborhood and Quality of Life Committee meeting regarding the potential use of pre-approved, custom printed windscreens for construction fencing in City projects in lieu of the standard, plain, green windscreens currently provided. Implementation of custom printed windscreens as visual barriers would improve the aesthetics of surrounding areas. Items that will be considered include potential costs, planning and zoning restrictions, graphic content and code compliance.

Current City code allows construction fencing to include artistic murals, subject to design review approval, and includes regulations regarding size, location and number of signs.

The Administration recommends establishing a policy to include project renderings, City logos, project related text, or any other type of graphic that would improve visual aesthetics for City construction projects. The selected graphics will be coordinated with the City’s Marketing and Communications Department and reviewed by the Planning Department to determine appropriateness and full compliance with City code. Implementation will be subject to available funding and at the discretion of the Administration for upcoming City construction projects.

On March 22, 2021, the item was presented at the NQLC meeting. The NQLC favorably accepted the recommendation from the Administration and it is being presented to the City Commission for their consideration and approval.
