SUBJECT:A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROPRIATING FUNDING, AND APPROVING AND AUTHORIZING (AND, AS TO CERTAIN AGREEMENTS RETROACTIVELY APPROVING AND AUTHORIZING) THE CITY MANAGER, OR HIS DESIGNEE TO APPLY FOR AND ACCEPT FUNDING (INCLUDING MATCHING FUNDS AND ANY RELATED CITY EXPENSES) AND EXECUTE ANY AND ALL DOCUMENTS OR AGREEMENTS IN CONNECTION WITH THE FOLLOWING GRANTS, PROGRAMS AND AGREEMENTS: 1) BLOOMBERG PHILANTHROPIES, 2021 GLOBAL MAYORS CHALLENGE, IN THE APPROXIMATE AMOUNT OF $1,000,000; 2) FLORIDA INLAND NAVIGATION DISTRICT, WATERWAYS ASSISTANCE PROGRAM, IN THE APPROXIMATE AMOUNT OF $1,205,000; 3) RENEWAL OF THE CHILDREN'S TRUST GROUP, INDIVIDUAL AND HOME VISITATION GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $295,000; 4) RENEWAL OF THE CHILDREN'S TRUST YOUTH ENRICHMENT GRANT PROGRAM, IN THE APPROXIMATE AMOUNT OF $372,000; AND 5) MAJOR LEAGUE BASEBALL, SCOTTS FIELD REFURBISHMENT GRANT PROGRAM, FOR THE PURCHASE OF EQUIPMENT WITH A VALUE UP TO $50,000.

Adopt the Resolution.

BACKGROUND/HISTORY

The City of Miami Beach applies for various grants and funding allocations from external agencies and organizations.  Information regarding the projects and funding sources is included in the Analysis Section of this agenda Item

ANALYSIS

1. Bloomberg Philanthropies, 2021 Global Mayors Challenge, in the approximate amount of $1,000,000. 

 

The 2021 Global Mayors Challenge aims to fund innovative urban solutions in the wake of COVID-19 to help cities implement their breakthrough ideas and ultimately spread those ideas to other cities on a global scale.    

 

Projects must address one or more of the overarching themes, which include: 

o   Health and well-being: addressing the medical, behavioral, and social determinants of health for residents. 

o   Climate and environment: tackling the root causes and effects of climate change in order to build more livable and resilient cities. 

o   Economic recovery and inclusive growth: creating systems and solutions that allow all city residents to overcome economic distress and thrive. 

o   Good governance and equality: using city powers to tackle oppression, promote fairness, and improve participation. 

 

The Administration is requesting funds from Bloomberg Philanthropies, 2021 Global Mayors Challenge program to create a cross-sector economic tourism resilience team of stakeholders.  This builds on the learnings of the dedicated contact tracing team, Race to Trace.  It addresses COVID-19 recovery but focuses on broader economic resilience.  

 

Funding will be used to contract an expert advisory panel of economic, resilience, and safety experts.  They will engage stakeholders and provide actionable recommendations.  It will also fund business continuity and COVID-19/Public Health training, Project Coordinator and Cross-Sector outreach team, Communications and activities recommended by the expert panel.    

 

No matching funds are required. 

 

2. Florida Inland Navigation District, FY 2020 Waterways Assistance Program in the approximate amount of $1,205,000 for construction of seawall, living shoreline, fishing pier and overlook at Maurice Gibb Memorial Park.

 

Florida Inland Navigation District (FIND) provides funding assistance to local governments within its district to perform waterways improvement projects. Florida inland Navigation District (FIND) is a special State Taxing District for the continued management and maintenance of the Atlantic Intracoastal Waterway (ICW).  FIND was created by the Florida Legislature in 1927 to be the State local sponsor for the Atlantic Intracoastal Waterway.  The Navigation District consists of twelve counties along the east coast of Florida. 

 

The City Administration is requesting construction funds to raise the existing seawall, create a living shoreline, provide a fishing pier and overlook with furnishings, and provide continuous walkways along the waterway of Biscayne Bay.

 

The project will provide shoreline stabilization at a public park and waterfront recreation facility. In addition, the living shoreline will enhance the surrounding riparian and intertidal environment by creating new habitat for aquatic, terrestrial and avian species, and by improving water quality. The resulting outcome of the project is environmental enhancement within the Biscayne Bay Aquatic Preserves, which are designated as Outstanding Florida Waters.

 

The total cost of this project is approximately $2,410,000. Matching funds in the approximate amount of $1,205,000 or 50% are required by this grant and the match is available from GOB Project #39 - Seawalls & Shorelines (27919) – Fund 393 2019 GOB Bonds - Neighborhood.

 

Florida Inland Navigation District requires the City of Miami Beach to execute the FIND Resolution, attached to this agenda item which indicates that: a) The City will accept the terms and conditions set forth in the FIND Rule 66B-2 F.A.C. and which will be made part of the Project Agreement; b) The City will carry out the project in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for change has been received by the District; c) The City has the ability and intention to finance its share of the project and that the project will be operated and maintained at the expense of the City; d) The City will not discriminate against any person and will comply with the terms of Title VI of the Civil Rights Act; e) The City will maintain adequate financial records; and f) The City will make available to FIND, if requested a post audit of expenses.  The FIND Resolution is attached to this agenda item as Exhibit 1.

 

3. Renewal of The Children's Trust Group, Individual, and Home Visitation Grant Program, in the approximate amount of $295,000.

 

The Children's Trust Group Individual and Home Visitation grant program provides funding to support group, individual, home visiting, and advocacy parenting programs for at-risk populations in Miami-Dade County. The program's purpose is to provide structured programs that follow evidence-based and promising curricula, address specific needs, and increase positive parent-child interaction and communication.

 

With the support of grant funding, the City’s Office of Housing and Community Services has been operating the Miami Beach Parent-Child Program successfully for the past ten years. During the 2021-2022 Program Year, the program will offer Nurturing Parenting Program services to 83 Miami Beach families with children between the ages of birth to 18 years old. The Nurturing Parenting Program is an evidence-based, psycho-educational model of family/parent education that engages the whole family in either a group or home-based setting and results in decreased parental stress, increased positive parent-child interactions and increased parenting skills.  Matching funds are not required for this grant.

 

4. Renewal of The Children's Trust Youth Enrichment Grant Program, in the approximate amount of $372,000.

 

The City of Miami Beach is requesting a renewal grant from The Children’s Trust for the All Stars youth enrichment (YEN) program in the approximate amount of $372,000 for a service period of August 1, 2021 – July 31, 2022.

 

Through a structured design of evidence-based and outcomes-driven practices and strategies, All Stars seeks to promote the academic success and positive personal development of underserved youth within the community.

 

During the school year, All Stars serves approximately 145 Nautilus Middle School students through its afterschool program housed within the school. During the afterschool program, highly interactive, skill building activities are provided in the following focus areas: academics, social-emotional learning (SEL), STEAM, fitness, entrepreneurship, and community service. During the summer, All Stars serves approximately 35 middle school-aged youth throughout the community through its STEAM program at Miami Beach Regional Library.

 

During the summer, youth have an opportunity to learn, create and make through experiential and project-based learning activities using science, technology, engineering, art and mathematics. Meals and transportation are provided for both the afterschool and summer program. Through generous funding from The Children’s Trust and partnerships with Miami-Dade County Public Schools and the Miami-Dade Public Library System, the City is able to provide all program offerings at no cost to the community’s families.  No match is required.

 

5. Major League Baseball, Scotts Field Refurbishment Program, for equipment with a value up to  $50,000 for field equipment at North Shore Park.

 

The Scotts Field Refurbishment Program is a major diamond and green space renovation initiative that has provided 28 youth-focused baseball and softball fields across the country with significant upgrades. Scotts, the Official Lawn Care Company of Major League Baseball, enters its fifth season as an official partner of the "PLAY BALL" initiative. Together, MLB and Scotts are encouraging youth and communities to get outside and enjoy activities, like baseball and softball.

 

The City's Parks and Recreation Department has partnered with Danny Berry Baseball to offer Youth Baseball programming to boys and girls ages 3 – 13 years of age. Baseball programming includes: Intro to Baseball, Tee Ball, Coach Pitch and Kid Pitch. Miami Youth Baseball League provides the ideal setting for participants’ initiation into the National Pastime in a “No Pressure” fun filled atmosphere.

 

The facility at North Shore Park is heavily used year-round, which has led to some deterioration of the field. The City Administration is requesting equipment for the enhancement of the field which will improve the level of field play and lessen weather related delays that would not allow our participants onto the field.  The request is for the following enhancements:  new pitcher's mold; new bases and anchors; new home plate and batter boxes; and, refurbishment including new infield with sod and infield dirt.  No match is required.

SUPPORTING SURVEY DATA

80.1% of residents rated the quality of City Recreation programs with Satisfaction.  This rating has increased by +8.5% since 2016.  

 

50% of residents rated the City's efforts to manage storm water drainage and flooding with Satisfaction.  This rating has increased by +3.7% since 2016.

CONCLUSION

Based on the aforestated analysis, the Administration recommends that the Mayor and City Commission adopt the Resolution appropriating funding and approving and authorizing the City Manager or his designee to apply for and accept funds and execute all documents or agreements in connection with the grants, award programs, funding and equipment requests.
