| The Administration recommends that the Mayor and City Commission authorize the issuance of Request for Proposals (RFP) for the management and operation of the Flamingo Park Tennis Center. |

| | | | | | | | BACKGROUND/HISTORY
| The City of Miami Beach, Florida is seeking proposals to provide professional tennis management and operations services for the Flamingo Park Tennis Center, in accordance with the terms, conditions and specifications of the RFP and any resulting agreement.
The goal of the RFP is to engage a professional tennis management firm for the Flamingo Park Tennis Center that will be responsible for tennis instruction and the operation and maintenance of the tennis center (including court maintenance, the pro shop, and a food and beverage concession). |

| | | | | | | | ANALYSIS
| The RFP seeks proposals for management and operation of the City of Miami Beach’s Flamingo Park Tennis Center. The scope of services requested includes tennis instruction, and the operation and maintenance of the tennis courts, pro shop, and a food and beverage concession. The required services include those customarily associated with the operation of a first class public tennis center and permitted special events (e.g., tournaments) related to the tennis center activities. The pertinent areas of the RFP (attached) include:

- CRITERIA FOR EVALUATION. Please Reference Section 0400, RFP 2021-188-WG for Professional Tennis Management and Operation Services at the City’s Flamingo Park Tennis Center (attached).
Following the receipt of proposals an Evaluation Committee will review proposals in accordance with the criteria established in the RFP. |

| | Based on the 2019 Resident Survey, 80.1% of residents are satisfied with the quality of Parks recreational programs. In order to expand on the quality of services in this area, the City seeks a qualified provider of management and operation services for the Flamingo Park Tennis Center. |

| It is not anticipated that grant funding will be utilized for this project. |
