SUBJECT:DISCUSS THE CITY OF MIAMI BEACH ADMINISTRATIVE RULES AND REGULATIONS FOR POLICE AND PARKING TOWING PERMITS, AS REVISED; AND ALSO TO DISCUSS COMMISSIONER RICHARDSON’S PROPOSAL REGARDING AMENDING THE CODE TO ALLOW FOR ADDITIONAL POLICE AND PARKING TOWING PERMITTEES; THE VIABILITY OF BRINGING TOWING IN-HOUSE; AND A DRAFT COMPETITIVE SOLICITATION FOR THE ISSUANCE OF TOWING PERMITS; AND ASSOCIATED INFRASTRUCTURE TO ACCOMMODATE THE SAME

HISTORY:

An item to review and approve the topics listed below regarding towing services for the City was referred for discussion by this committee at the March 17, 2021 City Commission Meeting (item C4S).


1. the proposed changes to the Administrative Rules and Regulation for Police and Parking Towing Permits;
2. the proposed changes to the Miami Beach City Code to allow for additional Police and Parking Towing Permittees;
3. the viability of the City directly performing towing functions; and
4. the draft competitive solicitation for the issuance of towing permits to provide towing services for the City’s Police and Parking departments.


ANALYSIS:

Administrative Rules and Regulations

Attached is a draft of the Administrative Rules and Regulations for Police and Parking towing permits, changing the fee structure to a flat towing rate and reflecting other changes necessary to provide clarification of certain terms.

Miami Beach City Code
The changes to the Miami Beach City code include a change in the number of permit holders from two (2) to a maximum of four (4) and also the removal of the reference to Appendix A for the fees.

In-House Towing Functions
As requested, attached is an analysis of the requirements and projected costs of an in-house towing operation for non-consensual Police and Parking Department initiated tows. While the City does not currently have adequate facilities to accommodate storage of towed vehicles, the analysis provides an estimate for staffing, operations and equipment cost.

Draft Solicitation
We are working on a draft solicitation for discussion in the event the committee recommends issuance of a solicitation for towing services.
