TITLE:PROPOSED AMENDMENTS TO THE LAND DEVELOPMENT REGULATIONS PERTAINING TO RETAIL FULFILLMENT CENTERS.

ACTION REQUESTED:
Discuss and conclude the item and provide a recommendation to the Planning Board and City Commission.

ADMINISTRATION RECOMMENDATION:
Recommend that the Planning Board transmit the Ordinance to the City Commission with a favorable recommendation.

HISTORY:

On March 17, 2021, at the request of Commissioner David Richardson, the proposed ordinance amendment was referred to the Land Use and Sustainability Committee and the Planning Board (C4G).

ANALYSIS:

The proposal includes the following amendments:

1. Create a definition of “retail fulfillment center”;

2. List retail fulfillment centers as a permitted use in the CD-2 and CD-3 districts; and

3. Amend the Art Deco / MiMo Overlay regulations to limit the number of retail fulfillment centers within the Overlay and create a distance separation requirement; and

4. Prohibit these uses along Lincoln Road.


CONCLUSION:

The Administration recommends that the LUSC endorse the proposal and recommend that the Planning Board transmit the Ordinance to the City Commission with a favorable recommendation.
