DISCUSSION REGARDING THE NORTH BEACH REGIONAL PARKING PLAN RECOMMENDATIONS


HISTORY:

 

On February 3, 2020, the Neighborhoods and Quality of Life Committee (NQLC) discussed Item No. 13 on their agenda, entitled, “North Beach Regional Parking Analysis – Walker Consultants.”

 

Walker Consultants was engaged to perform the subject analysis and their recommendations were presented to the NQLC at its July 15, 2020 meeting. Recommendations included:

 

  1. Angle Parking – Efficiencies
  2. Potential Share Use Agreement – Private Parking Facilities
  3. Valet Parking Option
  4.  Vacant Municipal Land – Parking - the City’s vacant parcels on Collins Avenue between 84th and 86th Streets

 

At the NQLC meeting of October 19, 2020 staff provided an update on the proposed four-prong approach to address the parking shortages which will occur during the construction of the 72nd street Community Complex and the Ocean Terrace Development Project, which are expected to overlap. At the meeting staff was provided with direction to:

 

  1. Continue with due diligence, including conducting additional outreach that includes business partners
  2. Provide timelines and updates on all 4 items
  3. Provide an update on the development of the Hawthorne parking lot
  4. Provide information of revenue generated by 72nd street lot.

ANALYSIS

 

At the December 16, 2020 NQLC meeting staff provided updates as requested at the October 19th meeting.  Commissioner Samuelian directed staff to return to the NQLC with updates on the following:

 

Angled Parking: Notice to Proceed was issued for engineering services. Project completion is 24 months.

 

Potential Share Use Agreement and New Parking Opportunities: The extended timeline for construction of the 72nd Street Community Complex, the uncertain schedule of the Ocean Terrace Project and the many initiatives in North Beach make identification and possible parking facility agreements difficult. Staff will continue to monitor progress of the projects and the search for parking alternatives to address parking shortages during construction of the aforementioned projects.

 

CONCLUSION:

 

The Administration will continue investigating availability of vacant private lots and will track progress on the projects and initiatives that may affect parking availability and private parking options in North Beach. The City issued an RFP for the Design- Build services for the Community Complex. Responses have been ranked and negotiations are expected to begin shortly. Once negotiations are complete and a contract is awarded, a proposed schedule of completion can be established. The City will then be in a better position to pursue parking space replacement for lost spaces during construction.
