SUBJECT:AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING APPENDIX A, “FEE SCHEDULE,” TO REVISE AND ESTABLISH FEES CHARGED FOR REINSPECTION ON BUILDING PERMITS; PROVIDING FOR REPEALER, SEVERABILITY, CODIFICATION, AND AN EFFECTIVE DATE.

RECOMMENDATION

The Administration recommends that the City Commission adopt the attached Ordinance.

BACKGROUND/HISTORY

On the December 2, 2020, at the Neighborhood and Quality of Life Committee meeting/Building Department Workshop, Commissioners determined that the current reinspection fees adversely affect smaller construction projects. The Building Department was tasked with evaluating the reinspection fees for possible reduction. During the evaluation, the Administration also found an opportunity to provide additional relief to smaller projects by amending revision fees. Other fee items in Appendix A were also identified as needing clarification in their descriptions of the fee.

ANALYSIS

The Building Department continues to review the fee schedule on an annual basis and the Building Director has determined it appropriate to recommend that the following amendments to Appendix A, “Fee Schedule”, are needed:

 

  • Modifying fees for the reinspection of building permits, in compliance with F.S.553.80(2)(c) from $204 to $86 per reinspection, starting with the 3rd inspection (first inspection and one reinspection is free) and each subsequent inspection. Minimal fiscal impact.

  • Adding a bracket to 14-61(e) “Revised plans processing fee” to include a bracket for 1-5 revised pages at a reduced fee of $204 for Commercial projects, and $102 for Residential projects. Minimal fiscal impact.

  • Clarifying descriptions of fees.  No fiscal impact.
