| SUBJECT: | A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING A DONATION OF SURPLUS FUNDS FROM THE MIAMI BEACH HEALTH FACILITIES AUTHORITY (“MBHFA”) ACCOUNT, PURSUANT TO A RESOLUTION OF THE MBHFA ADOPTED AT ITS FEBRUARY 1, 2021 MEETING, IN THE AMOUNT OF $78,000, FOR APPROPRIATION AND DISBURSEMENT BY THE CITY TO NON-PROFIT HUMAN HEALTH SERVICE AGENCIES, AS PROVIDED IN SECTION 154.209(14), FLORIDA STATUTES; AND FURTHER, ACCEPTING THE RECOMMENDATION OF THE MBHFA THAT SUCH SURPLUS FUNDS BE APPROPRIATED AND DISBURSED FOR THE BENEFIT OF MOUNT SINAI MEDICAL CENTER, TO BE USED FOR ITS COVID-19 RELATED EFFORTS.

| | | | | | | | RECOMMENDATION
| The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida adopt the resolution which will donate surplus funds from the Miami Beach Health Facilities Authority (MBHFA) account to the City of Miami Beach to be disbursed and appropriated to non-profit human health services agencies. |

| | | | | | | | BACKGROUND/HISTORY
| The MBHFA was created and established in accordance with Section 154.207, Florida Statutes, to improve the commerce, welfare and prosperity of the citizens of Miami Beach and their health and living condition. To accomplish this purpose, the MBHFA encourages the acquisition, construction, rehabilitation, expansion, renovation, improvement, financing and refinancing of health facilities. |

| | | | | | | | ANALYSIS
| The MBHFA adopted MBHFA Resolution No. 2021-2 on February 1, 2021, donating surplus funds in the amount of $78,000, to the City of Miami Beach to be disbursed and appropriated by the City to non-profit human health services agencies, as provided in Section 154.209(14), Florida Statutes. These fees, held in the MBHFA general revenue account were collected from annual financing fees and fees for undertaking financing projects, in accordance with the MBHFA Administrative Procedures Ch 2. Sec 5 (A), (B).
MBHFA further recommended that, in appropriating and disbursing the aforestated surplus funds, the Mayor and City Commission consider that the amount of $78,000, be appropriated and disbursed to Mount Sinai Medical Center for the benefit of Mount Sinai Medical Center, to be used for its Covid-19 related efforts. |

| The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida adopt the resolution which will donate surplus funds to the City of Miami Beach to be appropriated and disbursed by the City to non profit human health services agencies, and further accept the recommendation of the MBHFA that such surplus funds be appropriated and disbursed to Mount Sinai Medical for the benefit of Mount Sinai Medical Center, to be used for its Covid-19 related efforts. |
