| | The Administration recommends that the Mayor and City Commission of the City of Miami Beach, Florida approve the Resolution accepting the City Manager’s recommendation pertaining to the bids received, pursuant to RFQ 2020-096-ND, for professional architectural and engineering services in specialized categories, as noted herein in accordance with Section 287.055, Florida Statutes. |

| | | | | | | | BACKGROUND/HISTORY
| Section 287.055, Florida Statutes, outlines the process by which agencies in the State may utilize contracts with architects and engineers on a continuing basis. Maintaining continuing contracts with architects and engineers helps to expedite the award of a project when the construction cost of each individual project does not exceed $4 million or, for study activities, if the fee for professional services for each study does not exceed $500,000.
In accordance with State law, the City maintains agreements for professional architectural and engineering services in specialized categories to be utilized on an “as-needed-basis”. The current agreements have been extended on a month to month term, until such time as the new contracts are awarded and executed pursuant to this RFQ.
In order to establish replacement contracts, the Administration has released Request for Qualifications (RFQ) No. 2020-096-ND to solicit qualifications from architectural and engineering firms, including professional qualifications in the following specialized areas: Architecture – General; Architecture – Landscape; Architecture – Planning and Urban Design; Architecture – Town Planning; Architecture – Historic Preservation; Engineering – General Environmental Services; Engineering – Mechanical, Electrical & Plumbing; Engineering – Electrical; Engineering – Plumbing; Engineering – Mechanical; Engineering – Structural; Engineering – Civil; Engineering – Geotechnical; Engineering – Coastal; Engineering – Contamination Assessment, Remediation, and Reporting; Engineering – Stormwater; Interior Design / Space Planning; LEED Commissioning; and Surveying.

| On March 18, 2020, the Mayor and City Commission authorized the issuance of the RFQ. On April 10, 2020, the RFQ was issued. A voluntary pre-proposal conference to provide information to proposers submitting a response was held on April 23, 2020. Two addenda were issued. The Procurement Department issued bid notes to 32,493 companies utilizing www.bidsync.com website. 492 prospective bidders accessed the advertised solicitation. RFQ responses were due and received on June 5, 2020. The City received a total of one hundred thirty-five (135) proposals from the following firms (some firms submitted proposals for various categories):

As is customary, the City Manager appointed Evaluation Committee (the “Committee”) by discipline to review the proposals received for each discipline. Because of the overwhelming number of responses, the evaluation committees had to be broken up into groups. On December 9, 2020, via Resolution 2020-31512, the Mayor and City Commission accepted the City Manager’s recommendation pertaining to the ranking of proposals for the first group which included: general architecture; planning and urban design architecture; town planning architecture; historic preservation architecture; interior design / space planning; coastal engineering; contamination assessment, remediation, and reporting engineering; geotechnical engineering; and surveying.
This agenda item addresses an award recommendation for the second group which includes: landscape architecture; LEED commissioning; civil engineering; stormwater engineering; structural engineering; mechanical, electrical, and plumbing engineering; electrical engineering; plumbing engineering; mechanical engineering; security and safety engineering; and general environmental services engineering. The Evaluation Committees for these disciplines include the following individuals.

The Committees were provided an overview of the project, information relative to the City’s Cone of Silence Ordinance and the Government Sunshine Law. The Committees were also provided with general information on the scope of services and a copy of each proposal. The Committees were instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFQ. The Evaluation Committee process resulted in the ranking of proposers as indicated in Exhibit B. A summary of each top-ranked firm is available upon request.
Staff from each of the departments that most use the contracts for each discipline recommended the number of proposers that should be awarded in each category based on rankings and expected usage. Staff recommends the rejection of all proposals received for the LEED commissioning discipline, as the evaluation committee stated that the firms that provided proposals were not specialized in LEED commissioning and failed to mention key components such as renewable energy and water conservation.

| | According to the 2019 Community Satisfaction Survey conducted by ETC Institute, the residents rated the most important capital improvement projects. In order to facilitate the completion of these important capital improvement projects, the City intends to partner with qualified architectural and engineering firms to provide services in various specializations. |

| | The cost of the related services, determined upon successful negotiations, are subject to funds availability approved through the City’s budgeting process. |

| | | | | | | | CONCLUSION
| | After reviewing the proposals received and the results of the Evaluation Committee process, I concur with staff's recommendation to award contracts to the firms listed in Appendix A, for each respective category, based on ranking and expected project volume. Therefore, I recommend that the Mayor and City Commission approve the Resolution authorizing the Administration to enter into negotiations with the architectural and engineering firms listed in Exhibit A attached hereto for the disciplines of landscape architecture, civil engineering, electrical engineering, general environmental engineering, mechanical engineering, MEP engineering, plumbing engineering, security and safety engineering, storm water engineering, and structural engineering; further rejecting proposals received for the discipline of LEED commissioning; and authorizing the Mayor and City Clerk to execute agreements upon conclusion of successful negotiations by the Administration. |
