| Miami-Dade County and the City of Miami Beach implemented a midnight curfew as part of its emergency measures to mitigate the spread of the virus. Businesses who have BTRs for alcohol licenses are unable to utilize their BTRs after midnight. Therefore, it is equitable for the City of Miami Beach to provide a pro rata credit for the amount of time businesses are unable to use their BTRs.
