SUBJECT:DISCUSS FUNDING BOLLARDS ALONG THE BEACHWALK

HISTORY:

On October 14, 2020, the City Commission referred this item to the Finance and Economic Resiliency Committee for consideration and discussion of the funding for bollards along the beachwalk (Attachment 1).

The Beachwalk projects are part of the larger Atlantic Greenway Network (AGN), which is a system of pathways designed to promote alternative, non-motorized, transportation. They extend in a north/south direction and run between the erosion control line and the dune system. They complement the neighborhood bicycle facilities, which extend in an east-west as well as north­ south directions through the south, middle, and north beach neighborhoods. The beachwalk will connect area business districts, cultural and tourism centers, residential neighborhoods, parking facilities, parks, schools, and the beaches.

The following sections of the beachwalk are in the process of being completed:

The Middle Beach Recreational Corridor – Phase 3 between 23rd Street to 47th Street is currently in construction with an expected date of completion of early summer 2021.

The North Beach Oceanside Park Beachwalk between 79th Street and 87th Street is in the advertisement phase for the selection of a Contractor. Start of Construction is expected for Spring of 2021.

With the completion of the two pending sections, the beachwalk system will be complete from South Pointe to the northern limits of the City, at 87 Terrace.

Bollards are one of the components, in conjunction with raised curbs, planters and other elements, which are used to make our facilities safer and more secure. Bollards are short posts which serve as a visual guide, barrier or architectural perimeter. They often serve to control access, guide traffic and mark boundaries. There is a need to control public access, provide for enhanced security to pedestrians and allow for necessary City and vendor services (Attachment 2) at public access points which meet with the beachwalk, including street ends , parks and public pathways.

For example, at the Middle Beach Recreational Corridor, Phase 3 project (MBRC3), decorative bollards (Attachment 3) will be installed at the 25, 26, and 27 street ends, replacing the ones that were in place before the project commenced.

The City’s Property Management Department is currently in the process of retaining a security specialist to assess bollard, safety and access requirements throughout the beachwalk system.
