Following a competitive bid process with RFQ-2019-084-ND, the City Commission adopted Resolution No. 2019-30766, approving a multidisciplinary, pre-qualified pool of four consultant firms available for specific tasks relating to economic development services.
Economic Development solicited proposals from the pre-qualified pool of consultants for engagement to prepare the Redevelopment Plan for North Beach. We anticipate this scope of work to include: review of background material and analysis of economic conditions; drafting of a planning document that details the CRA’s goals and strategies, including financial projections and TIF methodologies to fund successful implementation of the plan; and meetings and presentations with city staff, the community, and public hearings.
The City received responses from three firms, each with noteworthy credentials: Lambert Advisory L.C., Daedalus Capital, LLC, and The Corradino Group, Inc. Daedalus Capital, LLC d/b/a Daedalus Advisory Services (“Daedalus”) has superior expertise in real estate finance and presented a proposal that best addressed the needs of a Redevelopment Plan for North Beach. The firm’s team includes Dover, Kohl & Partners, the town planners who successfully engaged the North Beach community to reach consensus with Plan NoBe (2016).
Staff met with the proposer team to discuss timeline, deliverables, and community engagement. Subconsultant Dover Kohl has had recent success with implementing virtual community charettes and have proposed using a similar model during preparation of the North Beach Community Redevelopment Plan. The Administration believes this component strengthens the proposal, given the importance of public participation in developing the Redevelopment Plan and the need to balance public health and safety.
It is important to note that, upon meeting with City staff, Daedalus agreed to revise its proposal to reduce the proposed cost to the City. Also, at the City's request, Daedalus added to its team a subconsultant of its choosing with a demonstrated CRA background. The consultant's revised proposal dated November 9, 2020 (Exhibit A) includes subconsultant Redevelopment Management Associates (“RMA”), an established firm with South Florida CRA experience.
