SUBJECT:DISCUSSION REGARDING THE PROJECT SCHEDULE AND OVERALL STATUS OF THE MIDDLE BEACH RECREATIONAL CORRIDOR (BEACHWALK), PHASE III, G.O. BOND PROJECT

HISTORY:

The purpose of this memorandum is to provide an update and overall project status for the Middle Beach Recreational Corridor Phase III project. The construction of the project started in November 2019 and is currently at around 55% completed.

The scope of the project includes the replacement of the wooden boardwalk structure that exists between 24 Street and 45 Street with an on-grade pedestrian pathway that connects Mid Beach with South Beach and North Beach Beachwalk portions - providing one seamless oceanside pathway that stretches from 1 Street to 87 Street. This pathway includes turtle friendly pathway lighting.

As of the date of this memorandum, the wooden boardwalk has been removed and the installation of lime rock base is complete. Beach shower and wall foundation activities at the eleven (11) different street ends has commenced. The concrete paver curbs and installation of the light bollard bases has advanced up to 46th Street. The concrete pavers have been delivered and installation has begun along the southern portion.

On June 18, 2020, a Letter to Commission was issued, informing the Commission that as a result of the earthwork and grading tasks, an additional 3,800 cubic yards (cy) of beach sand fill material was generated (Exhibit A). The additional fil was attributed to an accumulation of sand within the project site as a result of storm effects and natural windborne migration of sand. State permitting conditions require that beach sand excavated during the construction of this project must remain seaward of the Coastal Construction Control Line (CCCL) and within this project’s construction limits. The Florida Department of Environmental Protection (FDEP) issued a field permit to allow the transport and stockpiling of additional fill to two receptor locations. Two thousand (2,000) cy of excess fill were transported to Lummus Park and eighteen hundred (1,800) cy of excess fill were transported to Indian Beach Park.

Prior to issuance of the field permit, the excess fill was stockpiled at different locations within the project limits which forced the contractor to work out of sequence, and impacted the overall project duration by approximately 60 days. Once the field permit was issued, the excess fill was transported to the different receptor sites allowing the contractor to continue with the work sequence.

On June 24, 2020, the City Commission adopted Resolution No. 2020-31290 approving and authorizing the necessary infrastructure that will allow for the future installation of security cameras along the pedestrian paver walkway path.

The security camera underground infrastructure needed to be installed underneath the footprint of the concrete paver walkway. This prevented the contractor from continuing any other earthwork activities until the underground conduits were installed. Once the security camera underground infrastructure was complete, the contractor was able to continue with the remaining earthwork activities at the walkway. This further delayed the project by approximately 60 days.

As a result of the issues outlined above, the overall project schedule has been impacted by approximately 120 days, extending the project substantial completion date to June 2021.
