| | | | | | | | BACKGROUND/HISTORY
| On April 26, 2017, the City Commission authorized the issuance of Request for Qualifications (RFQ) No. 2017-155-KB for Architectural and Engineering Services for Historic District Resiliency and Adaptation Guidelines (C2 C). On September 13, 2017 the City Commission accepted the recommendation of the City Manager pertaining to the ranking of proposals, pursuant to Request for Qualifications (RFQ) No. 2017-155-KB for Architectural and Engineering Services for Historic District Resiliency and Adaptation Guidelines and authorized the Administration to enter into negotiations with Allan T. Shulman Architect, P.A., as the top ranked proposer, to serve as the Prime/Lead Consultant (R7 N).
On October 14, 2020, Allan Shulman formally presented the completed report and adaptation guidelines, entitles ‘Buoyant City’, to the City Commission. |

| | | | | | | | ANALYSIS
| The Historic District Resiliency & Adaptation Guidelines report is the culmination of nearly twelve months of study and analysis of two distinct areas of the Flamingo Park and Collins Waterfront local historic districts. The consultant team, consisting of multi-disciplinary professionals, studied the areas utilizing a typological approach to existing buildings, landscapes and streetscapes. In addition to developing and illustrating practical strategies that property owners can take immediately to reduce flooding risks, this comprehensive study also provides a framework for future adaptation including potential zoning incentives for long term resilience.
As presented, the report establishes guidance for the City, the Historic Preservation Board and planning department staff when making decisions about adaptations and changes to buildings within the Flamingo Park and Collins Waterfront historic districts. It is anticipated that these adaptation guidelines will be able to be applied, with some modifications, to other historic districts in the City.

During the months of September and October, the consultant for the guidelines met individually with members of the City Commission, as well as key members of the administration, to provide a more detailed overview of the draft guidelines.
As noted in the presentation made to the City Commission, the administration is recommending that the report be utilized to directly inform the adaptation and resiliency portions of the new Resiliency Code. This will be the most effective way to formalize the key recommendations.
